We don’t have an attenuation factor to use for sand filters, but the outlet flow rate should be able to be calculated using the infiltration rate of the sand filter media and Darcy’s Law (Alternatively, you can conservatively assume that the outflow rate is the same as the inflow rate). If the peak 10-year flowrate is lower than 3 cfs, you may not need outlet protection. You can calculate the velocity that the peak 10-year flowrate will produce in the downstream channel (using Manning’s equation: https://files.nc.gov/ncdeq/Energy%20Mineral%20and%20Land%20Resources/Stormwater/BMP%20Manual/B%20%20St ormwater%20Calculations.pdf). If this is less than the maximum permissible velocity (Table 1: https://files.nc.gov/ncdeq/Energy%20Mineral%20and%20Land%20Resources/Stormwater/BMP%20Manual/C- 11_Treatment_Swale.pdf) then no outlet protection is needed since the peak flow is non-erosive (If this is the case, just provide the calculations showing that the downstream channel will remain stable during the 10-year peak flow). The minimum size of a velocity dissipator is not 20 feet wide at the tail of the apron. Also the sand filter is designed to drain over a 48 hour period and the discharge will not be the same as with open pipe flow. Is there an attenuation factor for this reduced flow rate from a sand filter ? Generally, what we look for in the riprap sizing calculations is the following:  Provide calculations for the peak 10-year flowrate. o Generally calculated using the Rational Method (Q=CiA), but can also use routing for riprap downstream of a SCM outlet (Sand filters generally pass stormwater through fairly quickly so routing the 10-year storm through the facility to potentially reduce the size of the riprap apron probably isn’t “worth it”, but feel free to do that if you like). o For drainage areas with multiple land uses/hydrologic soil groups, show how the composite C value is calculated for the drainage area. o Show how the time of concentration is calculated as it is needed (in conjunction with NOAA rainfall data) to determine the rainfall intensity, i.  Using the 10-year peak flow rate, outlet pipe size, and tailwater conditions, either Figure 8.06a or Figure 8.06b of the E&SC Design Manual (Attached) can be used to determine the riprap sizing required (Feel free to use any other design methodology for energy dissipation design. If you are, just make a note of it in the report). The information on those figures shouldn’t be extrapolated so if the chart shows that no riprap is needed, just show that in the calculations. I’ve also attached an example of how to use the chart (Assuming the 10-year peak flowrate is 100 cfs and the outlet pipe is 30 inches in diameter).
