Godwin, PE 22 Long Ridge Court Willow Springs, NC 27592 NORTH CAROLINA Environmental Quality April 9, 2020 Subject: Request for Additional Information Stormwater Permit No. SW6191001 Yard Storage, Inc. Harnett County Dear Mr. Godwin: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on March 3, 2020. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: Original Comment 2 — "Please initial items in Section VI that are included with the application. " Please provide one hard copy with original (signed in ink with a pen) initials on the lines to the right of each applicable submittal requirement (Please see the attached image highlighting the areas of pages 4 & 5 of the Application indicating where initials should be placed, as applicable) included in the submittal. The initials can be that of the applicant (Mr. Weathers) or that of the engineer (Mr. Godwin). We require one original (signed in ink with a pen) hard copy of the initialed pages of the Application, similar to how we require original signatures on the final page of the Application. 2. Original Comment 3 —"Please provide a title sheet for the plans with the following information: " The following items do not need to placed on their own sheet, however they do need to be included. The reason that a title sheet was mentioned is that these items are most commonly placed on the title sheet of the plan set. a. Original Comment 3a — "The project name (Section VI, 8, a). " The project name, "Yard Storage Inc." needs to be included somewhere prominently on the plans. Typical locations for this information included a title block or a title sheet. b. Original Comment 3b — "The engineer andfirm name (Section VI, 8, b). " It is noted that the engineer's name is included on the plan via their PE seal. I will accept this as fulfilling this comment although we would prefer that the engineering firm also be included on the plans. Original Comment 3c — "A project location map (Section VI, 8, c). " It is noted that the intersection of NC Highway 42 and Wade Stephenson Road (State Route 1403) is included on the plan. I will accept this as fulfilling this comment although we would prefer that a site map showing site in relation to a larger surrounding area be included on the plans. 3. Original Comment 4 —"Please add the following items to the provided plan sheet:" a. Original Comment 4a — "A scale bar was included for the infiltration basin cross-section, please provide one for the main site (Section VI, 8, f). " The main site section of the plan (Showing the proposed storage area) appears to be at a scale of 1 "=30' . Please provide a graphical scale for the main site section of the plan showing the scale of this section. b. Original Comment 4b — "A table showing the bearings and distances for property lines Ll — L9 (Section VI, 8, i). " We require the bearings and distances of all of the property lines be included. The bearings and distances of the larger property lines are included on the plan, but the smaller lines do not show the bearings and distances, only a label (L1, L2, L3, etc...). Please provide the bearing and distance information for these short line in a table or some other method so that they may be verified. c. Original Comment 4c — "A drainage area delineation for the proposed SCM (Section VI, 8, o). " Please show the drainage area boundary for the proposed SCM on the plans. The drainage area boundary should indicate which parts of the project area drain to the proposed SCM and which parts do not. d. Original Comment 4d — "A maintenance access and easement (General MDC 8 & 9). " The maintenance access must be at least 10 feet wide, not have any slopes steeper than 3:1, and connect to the nearest public right-of-way. Please refer to the Stormwater Design Manual, Part C-0 for more information on General MDC 8 & 9. 4. Original Comment 5 — "Please provide calculations showing that the inlets and outlet to the SCM are adequately protected from erosion (General MDC 4). " To address this comment, please include calculations showing how the peak 10-year storm flows (Q10) into and out of the SCM are calculated and that the riprap apron is sized correctly. Generally, the peak flow is calculated using the rational method and the riprap apron is sized according to Figure 8.06a & Figure 8.06b from the North Carolina Erosion & Sediment Control Planning & Design Manual, Chapter 8 (Included as an attachment). 5. Original Comment 8ai — "Please correct the following issues with the Supplement-EZ form: Drainage Area Sheet: The `Entire Site' column should contain the information for the entire site (i.e. everything within the property boundary) and the `1' column should only contain the information for the area draining to the proposed SCM. " Please provide a corrected version of this page of the Supplement-EZ Form. 6. Original Comment 9 —"Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: https:lledocs.deg.nc.govIFormsISW Project_ Submittal" All additional information provided must also be uploaded electronically as PDFs at the link provided above. 7. Please complete the sand filter sheet for the Supplement-EZ Form. A blank Supplement- EZ Form has been included for your convenience. 8. Please clarify what the 45,650 sf of "other" BUA is. 9. NOTE: Per Division policy, the next review of this Application will be the final review. Failure to provide the requested information will result in the project being returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. 10. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: hgps://edocs.deq.nc.gov/Forms/SW Project Submittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to May 8, 2020, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW6191001 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
