Harnett County Dear Mr. Godwin: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on October 7, 2019. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: Please ensure that the drainage area to the facility is properly reflected in Section IV, 10, the Supplement-EZ, and the provided calculations. The entire site does not drain to the proposed SCM (For example the northeast corner of the property where the overflow pipe is located). 2. Please initial items in Section VI that are included with the application. 3. Please provide a title sheet for the plans with the following information: a. The project name (Section VI, 8, a). b. The engineer and firm name (Section VI, 8, b). c. A project location map (Section VI, 8, c). 4. Please add the following items to the provided plan sheet: a. A scale bar was included for the infiltration basin cross-section, please provide one for the main site (Section VI, 8, f). b. A table showing the bearings and distances for property lines L1 — L9 (Section VI, 8, i). c. A drainage area delineation for the proposed SCM (Section VI, 8, o). d. A maintenance access and easement (General MDC 8 & 9). Please provide calculations showing that the inlets and outlet to the SCM are adequately protected from erosion (General MDC 4). 6. Based on the provided calculations, it appears that the infiltration basin is not adequately sized. Using the equation found under the Infiltration MDC 5 section of the Manual and the information from the plan set yields a minimum required surface area of 3217.8 sf [SA = FS * (DV * 12)/(K * T) -> 3217.8 sf = 2.0 * (5792 cf * 12)/(0.6 in/hr * 72 hr)] 7. The Ecorain tank sizing calculations (307 modules @ 41'L x 25'W x 7.3'H) do not match the plans (45'L x 21.44'W x 7.12'). Please revise for consistency. 8. Please correct the following issues with the Supplement-EZ form: a. Drainage Area Sheet: i. The "Entire Site" column should contain the information for the entire site (i.e. everything within the property boundary) and the "1" column should only contain the information for the area draining to the proposed SCM. b. Infiltration System Sheet: i. Line 12 — The drainage easement must comply with MDC 9. ii. Line 14 — The O&M Agreement must comply with MDC 11. M . Line 15 — The O&M Plan must comply with MDC 12. iv. Line 16 — If the proposed SCM does not follow the device specific MDC, please provide documentation per 15A NCAC 02H .1003(6)(a). If the MDCs are met, please indicate "Yes" for this item. v. Line 17 — The SCM must be designed by an NC licensed professional. vi. Line 18 — Please indicate the slope of the excavated bottom of the proposed SCM. vii. Line 27 — Factor of safety (2.0) does not match provided calculations. viii. Lines 32 & 33 — The surface area (1025 sf) does not match the plans. 9. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: hgps://edocs.deq.nc.gov/Forms/SW Project Submittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to December 6, 2019, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW6191001 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
