Comment: Charlotte Water has comDleted the Reliabilitv Imarovements Proiect at the wastewater
treatment facility.
Charlotte Water implements a Division approved Industrial Pretreatment Program.
The last compliance evaluation inspection at this facility was performed by DWR staff on
3/15/18.

Comment: The records reviewed durina the insDection were oraanized and well maintained. Discharae
Monitoring Reports (eDMRs) were reviewed for the period July 2019 through June 2020. All
monitoring frequencies were correct. A weekly average effluent CBOD violation was
reported in February 2020. The Division has previously addressed this violation through the
issuance of a Notice of Deficiency (NOD).

Comment: Five of six aeration basins were in service. One of the aeration basins was not in service
due to repairs to the oxic recycle piping system. Anoxic zones (equipped with mixers) and
oxic recycle piping systems were installed in all aeration basins as part of the Reliability
Improvements Project. Significant reductions in both chemical usage (magnesium
hydroxide) and nutrient levels have resulted from these additions.
Foam coverage was greater than 25% in the aeration basins; however, no foam carryover
was observed in the secondaries.

DWR and Charlotte Water staff split effluent chronic toxicity samples on 9/1/2020 and
9/3/2020. The facility passed the effluent chronic toxicity test performed by the
DWR/Aauatic Toxicitv Unit's Laboratorv. The testina results are included with this report.
