Dear Mrs. Hurdle:
The North Carolina Division of Water Resources conducted an inspection of the Hertford WWTP on
8/19/2020. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in NPDES WW Permit No. NC0021849. The findings and comments
noted during this inspection are provided in the enclosed copy of the inspection report entitled
"Compliance Inspection Report".
Please respond in writing to this office within 30 days of your receipt of this letter regarding your plans
or measures to be taken to address the following issues:
The facility was found to barely meet compliance with permit NC0021849. As such, a follow up inspection
will be scheduled and conducted within a reasonable time frame agreed upon with the ORC to remedy the
issues below. If these issues are not remedied, the facility may be found to be noncompliant and
enforcement actions may be pursued.
There was vegetation growing on the equipment in the facility. Namely on the blowers in the oxidation
ditch, on one of the drivers in one of the clarifiers and in the center of one clarifier. This vegetation needs
to be removed in a safe and effective manner that does not violate the permit as soon as possible.
Please review permit Condition 2 in Section C in part II "Standard Conditions for NPDES Permits".
One of the two dual automatic backwashing disk filters were down. The ORC stated the parts for fixing
the filter was already acquired and he was finding the time to fix it. It is expected to be fixed on the follow
up inspection of the facility.

On 8/19/2020 Paul Mays and Randy Sipe conducted a compliance evaluation of Hertford WWTP.
Below are the findings of the inspection:
September 2019 eDMR was spot checked with corresponding lab data without discrepancies. Most of
the required documentation was present and provided when asked for. Mr. Jones had to email in the
annual compliance report, and it was found to be satisfactory.
There was vegetation growing on the equipment in the facility. Namely on the blowers in the oxidation
ditch, on one of the drivers in one of the clarifiers and in the center of one clarifier. This vegetation
needs to be removed in a safe and effective manner that does not violate the permit as soon as
possible. Please review permit Condition 2 in Section C in part II "Standard Conditions for NPDES
Permits".

A small amount of sludge was present in the chlorine contact chamber. However, the effluent looked to
be of good quality.
The drying beds have vegetation growing in them. However, they are only utilized in emergency
situations and are currently not in use.
Effluent sampler is time proportional. A sample is obtained every 15 minutes. The temperature was
measured at 4 degrees Celsius for the influent sampler.
