Sullins Dee Freeman Governor Director Secretary February 19, 2010 DWQ EXP # 09-1262v2 Nash County EXPRESS REVIEW ACCEPTANCE LETTER Mr. Mark Strickland 930 Eastern Avenue Nashville, NC 27856 Project Name: Rocky Mount High School On February 16, 2010 the Division of Water Quality DWQ received a request from Mr. Michael Stocks of Stocks Engineering, PA (through Mr. Jeff Harbour of ESI) for acceptance into the Express Review Program regarding the Stormwater Management Plan (SMP) review for the subject project in Nash County. However, during the pre-application meeting held on February 19, 2010 it was determined that this project requires a 401/Tar-Pamlico Buffer Authorization modification since the City of Rocky Mount will be reviewing the stormwater management plan. This letter advises you that your project will be accepted into the Express Review Program once the following items are received: 1) The application fee of $1,000.00 [half price for 401 Water Quality Certification with major impacts + Riparian Buffer Authorization ($2,000)], made payable to the North Carolina Division of Water Quality]; 2) Five (5) complete and collated copies of the PCN Application and all documents we requested in the pre-application meeting (instead of providing five copies of the full size plans you may provide two copies of the full size plans along with three copies of the 11 X 17); 3) One (1) copy of the completed PCN Submittal Checklist (http://h2o.enr.state.nc.us/ncwetlands/documents/PCNChecklist vl 4 doc); 4) Two (2) copies of the stormwater management plan of the entire site, including diffuse flow provisions (as discussed in the pre-application meeting); 5) One (1) data CD of full size plans in TIFF Group 4 format (black and white, not grayscale or color). If the plans are too large to store in TIFF format, they can be stored in PDF. A pre-application meeting was conducted on February 19, 2010. The clock for this project will not start until receipt of the completed application package and required fee are received. If the impacts are greater than indicated on the Initial Interest Form and/or the services are different, you may be required to remit an additional fee. Thank you for your attention to this matter.
