Dear Mayor Phifer:
The North Carolina Division of Water Resources conducted an inspection of the Cleveland WWTP on September
10, 2020. This inspection was conducted to verify that the facility is operating in compliance with the conditions
and limitations specified in NPDES WW Permit No. NC0049867. A summary of the findings and comments noted
during the inspection are provided in the enclosed copy of the inspection report.
The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Mooresville
Regional Office. The following violation(s) were noted during the inspection:

Secondary Clarifier
At time of inspection effluent was clear with what appeared to be small grease particles
going over weirs. FOG program should be enforced and grease traps inspected.
Record Keeping
Compliance history indicates facility has numerous limit violations for BOD.
Drying Beds
Drying beds had excessive vegetation. It is recommended that drying beds be
maintained for a back-up during winter months when land application is not possible.
Record Keeping
pH meter calibration sheet should have serial # or ID # to identify meter being calibrated
Disinfection -Gas Chlorine and Sulfur Dioxide leak alarm not operational

Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law.
To prevent further action, please respond in writing to this Office within 30 days upon your receipt of this Notice
of Violation regarding your plans or measures to be taken to address the indicated violations and other identified
issues, if applicable. It is also requested that a response be given for BOD violations that occurred from January
2019 through August 2019, in chronological order, and action taken to correct violations.
