The design capacity of the treatment system is 0.009 MGD and consists of the following wastewater treatment components: • Two grease traps — located at the Country Club • Manual bar screen • Dual 9000-gallon activated sludge aeration basins operated in series • Activated sludge reaction tank • Dual 750-gallon double hopper clarifiers with skimmers and air lift slude return, operated in series • 375-gallon chlorine contact chamber with tablet chlorination • Tablet dechlorination No modifications were noted or proposed in the current application. Most recent inspection (05/24/2018) found no significant issues and that the facility was well maintained and operated. The report did note the need for replacement of rusted manual bar screen. In the 2015 permit renewal the regional office noted a couple of recommended changes to the treatment component list in the permit. These changes were not addressed in the final 2015 permit. After discussion with the regional office in this renewal it has been determined that the changes should be addressed as follows. The facility does not have flow measuring equipment and this should be removed. The facility has a grease trap located at the club house and not at the onsite treatment plant itself. However, since this trap is an important part of the treatment process, this component will be maintained in the treatment component list. The location will be noted in the list. COMPLIANCE: There were no compliance actions during the permit cycle and there have been no enforcement actions since 2001 for this facility. MONITORING DATA REVIEW: Parameter Units Avg. WET MONITORING: Not required in the permit, the permit does have NH3-N limits. NH3-N MONITORING: Current Requirement: 2/Month monitoring in Current Permit. Permit has summer limits of 8 and 35mg/L (monthly average and daily max) and winter limits of 27 and 35mg/L. Recent review by Division staff has noted that 15A NCAC 2B .0404(c) requires that winter waste load allocations for oxygen consuming waste be no less stringent than 2 times the summer waste load limit. To meet this rule requirement winter monthly average limits for NH3-N are being adjusted in the permit. The draft permit includes proposed changes to the winter limits. These changes will reduce the monthly average limit to 16 mg/L. The daily max will remain at 35 mg/L. A review of the monitoring Cedar Rock Golf & Country Club WWTP Fact Sheet NPDES Renewal 2020 — Sept 8, 2020 Page 2 data over the permit cycle indicates that no winter NH3-N value has exceeded 3 mg/L, so the individual values are well below the proposed daily max. In addition, no monthly values were above the proposed limit. For all values reported during the winter period more than half of the values were actually below the 0.2 detection limit. Based on the data reviewed from the previous permit cycle it appears that the proposed change in the winter limits will be well within the values that this treatment system routinely attains. PROPOSED PERMIT CHANGES: • Updated eDMR requirements. • Added regulatory citations throughout permit as needed. • Updated parameter codes as needed. • Updated treatment components to remove flow measurement equipment and to note that the grease trap is located at the club house. • Updated NH3-N effluent limits to set winter limits at 16 and 35 mg/L. Sounds like Mr. Floyd is still the appropriate official in our system as the owner. What i can do is just add Mr. Johnson in as well as having signature authority. First of all, our database indicated Robert Floyd as the owner for this facility. Mr. Johnson has signed the permit renewal and as VP for the Corporation this is appropriate. We just want to make sure if the owner should continue to be Mr. Floyd or if it should be changed in our system to Mr. Johnson? If a change is needed I have attached our Name/Ownership change form which would need to be filled out and returned to us.
