Muddy Creek WWTP NC0081621 - Cabarrus County has applied for a permit for a new 0.30 MGD facility discharging to the Rocky River. At the proposed discharge point the Rocky River has a 7Q 10 of 21 cfs. - The proposed discharge location is approximately 12 miles below the Concord Regional Rocky River WWTP (NC0036269). This location falls within the Rocky River study area for which as QUAL2E model and a water quality management plan were developed. Because of high instream waste concentrations at the proposed discharge location, it is recommended that the facility receive summer permit limits of 32 mg/1 BODu, as recommended by the March 31, 1993 report "A QUAL2E-UNCAS Application to the Rocky River and Mallard Creek". - It is recommended that the facility receive a summer BOD5 limit of 10 mg/l and 4 mg/1 NH3. Assuming a CBOD to BOD5 ratio of 1.5 for this 100% domestic discharge, this will result in a BODu limit of 33 mg/l. This limit will protect the instream NH3 target of 1.0 mg/l. It is recommended that the facility receive winter limits of 20 mg/l BOD5 and 8 mg/l NH3. 1.4 Expected Wastewater Characteristics The wastewater expected to be discharged to the Muddy Creek Wastewater Treatment Plant will primarily be domestic wastewater. The existing industrial users and the proposed Midland Business Park will discharge employee sanitary wastes. It is not expected that there will be any significant industrial users contributing process wastewater to the system. Should any future industrial user approach 25,000 gpd flow of process wastewater, the County will implement an industrial pretreatment program. The wastewater is expected to have the characteristics of normal domestic wastewater. Because the entire sewer system will be new construction, the dilution effect of infiltration/inflow will be less then in comparable older systems. For design purposes, the wastewater is assumed to have the range of characteristics shown in Table 1-4. 1.5 Design Ca acity 1..1 Sewer Lines Based on the above information, the gravity sewer lines will be sized to flow one-half full at basin -wide peak flows for the 2012 projected wastewater flows. A peaking factor of 3.8 was used to determine peak hourly flow rates based 1-6 on 2012 flows. The actual stream bed slopes were used. The resulting outfall pipe sizes .are 18-inch diameter from the Midland Business Park to an unnamed tributary just east of Midland, and 21-inch diameter from there to the wastewater treatment plant. The above pipe sizes were compared to the required capacity for a pipe flowing full at peak flow for the ultimate basin development. For ultimate considerations, the pipe sizes required were 21-inch and 24-inch respectively for the two pipe reaches. Based on the uncertainty of the ultimate capacity projections, the less restrictive criteria of one-half full at 2012 flow was used. Appendix A contains detailed computations regarding outfall sizing. 1.5.2 Wastewater Treatment Plant Based on the above considerations, and using a peak month to average annual flow ratio of 1.2, the wastewater treatment plant will be designed for an initial peak monthly average wastewater flow of 0.3 MGD, expandable in increments to 1.8 MGD. The initial plant will provide capacity to the year 2000. It is expected that a larger regional facility will replace the Muddy Creek WWTP before flows exceed 1.8 MGD. 1.6 Proposed Effluent Limits Table 1-5 presents the requested permit limits for the proposed Phase I project and ultimate limits at greater than 1.8 MGD capacity. Because of the high assimilative capacity of the Rocky River below Muddy Creek, no limits are proposed for Ammonia or dissolved oxygen. This modeling effort was originally reported in a DEM Memorandum dated January 12, 1988, and was revised and refined in a subsequent Memorandum dated April 3, 1989. The modeling was done using the QUAL2E model, a widely accepted stream modeling program. The models were calibrated using stream flow hydraulic and quality data obtained in October 1986 and March 1988. The most significant finding from the first modeling effort, was the high (6.0/day) reaeration coefficient necessary to calibrate the model when sediment oxygen demand (SOD) was considered. The State's level B desk top model uses rearation coefficients based on the Tsivoglou Method which predicted a reaeration coefficient of only 1.64/day for the study reaches. The first modeling effort recommended the wasteload allocation shown in Table 5-1 for the Rocky River Regional WWTP. This modeling effort resulted in an increased rearation coefficient of 7.0/day, which was even higher than the previous model. The revised modeling effort proposed the second set of wasteload allocation shown in Table 5-1. These later limits were used in writing the current NPDES permit for the Rocky River Regional WWTP. Both DEM modeling efforts predicted a minimum dissolved oxygen sag approximately three to four miles below the Rocky River Regional WWTP. This is approximately 10 to 11 miles above the site of the proposed Muddy Creek WWTP. Therefore, the proposed discharge will be well into the dissolved oxygen recovery zone from the Rocky River Regional WWTP. 5.2 Current State Stream Modeling The State DEM intends to re -issue all Yadkin River Basin NPDES permits in 1994. In preparation for this basin -wide wasteload allocation, the State is expanding the Rocky River Stream Model described above to include the upper reaches of the Rocky River from its source near Mooresville downstream to Concord's Rocky River Regional WWTP. Preliminary discussions with DEM modelers and Mooresville field office water quality engineers indicate that the upper Rocky River may be over allocated. More restrictive effluent limits may be required for upstream dischargers. Preliminary results of this modeling effort are expected by this Fall. 5.3 Stream Modeling in Support of Muddy Creek WWTP Discharge A computer model of the Rocky River adapted from the State's level B desk top model was developed for the Rocky River from Concord's Rocky River Regional WWTP to the Yadkin River. The model was enhanced to allow for the effects of major tributary inflow, multiple discharge points, and specific overriding of desk top procedures where more definitive information on velocity, depth, or reaction rates is available. This allowed the desk top model to be calibrated and used much the same as QUALM 5-2 5.3.1 Model Procedure The approximately 56 river miles of the Rocky River below the Rocky River Regional WWTP was divided into 89 reaches varying in length from 0.1 mile just below the most upstream discharge to five miles in the lower reaches. USGS topographic quadrangles were used to measure the approximate slope in feet/mile for each reach. Tributary inflows were obtained based on relationships for 30Q2 and 7Q10 per square mile of drainage basin based on information developed by USGS for the Rocky River at the Rocky River Regional WWTP and below Oakboro. Upstream or tributary inflow was considered for upstream Rocky River, Coldwater Creek, Dutch Buffalo Creek, Goose Creek, Crooked Creek, Big Bear Creek, and Richardson Creek. Instream clean water quality parameters were based on the same factors as the State's modeling efforts. Dissolved oxygen was assumed to be at 90% saturation at the design temperature. Table 5-2 presents the flow and clean water quality parameters. The nitrogenous biological oxygen demand was estimated as 4.5 times the ammonia nitrogen (as l) concentration. Ultimate carbonaceous biological oxygen demand (CBOD) for wastewater discharges was assumed as 2.5 times the five-day biological oxygen demand. The stream flow at the time of calibration data collection was approximately 89 % of the predicted 7Q 10. Therefore, for calibration, the stream flows shown in Table 5-2 were multiplied by 0.89. Where calibration data was available, the model reaeration rate was adjusted by reach until the predicted profile matched the calibration data as closely as possible. Below Hwy 24-27, the reaeration rate was calculated using the Churchill equation. The Churchill equation most closely approximated the observed reaeration rates in the upper reaches where calibration data was available. For this reason, it was selected over the Tsivoglou equation. The observed Dissolved oxygen at SR 1114 was much higher than could reasonably be predicted using generally accepted maximum reaeration coefficients. The State's April, 1989 calibration also underestimated the dissolved oxygen at SR 1114. The distance scales between Figures 5-1 and 5-2 are offset by approximately 2.4 miles since the State's station 0+00 is approximately 2.4 miles above the Rocky River Regional WWTP. The model used in this study has Station 0+00 at the WWTP discharge point. Appendix B contains a complete printout of the calibration modeling results used in this study. 5-5 5.3.3 Proposed Wasteload Allocation The calibrated model was then used to predict stream dissolved oxygen under several potential wasteload allocations. The first run considered summer conditions with the Rocky River Regional Yv'WTP operating at current permit limits and current flows. Current flows result in less dilution at the Muddy Creek WWTP site and consequently more severe discharge restrictions. The model was used to predict the dissolved oxygen profile with and without the proposed Muddy Creek WWTP discharge. Figure 5-3 presents the predicted dissolved oxygen profile with a 0.3 MGD secondary treatment discharge at Muddy Creek added to the existing discharges at Concord and Oakboro. Also plotted is the predicted profile without any discharge at Muddy Creek considering only the existing Rocky River Regional WWTP and the Oakboro WWTP discharge. The two profiles are virtually indistinguishable, indicating that the proposed discharge has negligible effect on the Rocky River. The low predicted dissolved oxygen response is a result of two factors. The first being the relative magnitude of the small proposed discharge to the total Rocky River flow. The second is the high reaeration capacity of the Rocky River below Muddy Creek. The above demonstrated response supports the suitability of secondary limits at the proposed Muddy Creek WWTP. A second model run was made using the full 24 MGD permit allocation at Concord's Rocky River Regional WWTP and an ultimate capacity of 2.5 MGD from the Muddy Creek WWTP. Figure 5-4 presents the results of this model run. At a discharge level of 2.5 MGD, the Muddy Creek WWTP exerts a noticeable impact on the predicted dissolved oxygen response compared to the response without the discharge. This model predicts a DO standard violation at the permitted flow, BOD5 and NH3-N levels. While calibrated to the same data, the modified desk top model used in this study appears to be more conservative than the QUAL2E model used by the State in setting the Rocky River Regional WWTP permit limits. PART IV - EVALUATION AND RECOMMENDATIONS Cabarrus County (CC) proposes to construct a 0.300 MGD WWTP (to be built in 0.150 MGD phases) to serve the Town of Midland and surrounding area of southeastern Cabarrus County. This area is projected to receive significant growth in the near future as a result of a nearby highway expansion and the planned development of a Midland business park. The facility will also provide much needed sewer service to those residents who have failing septic tank systems. At the present time, wastewater in the proposed service area is domestic only. The WWT facilities will also eliminate the proposed discharge from the Midland Business Park (NC0065498). A preliminary modeling of the receiving stream by the applicant's engineer considered stream characteristics based on anticipated effects from the Rocky River WWTP located approx. 15 miles upstream of the proposed facility. Preliminary results indicate that the recovery zone for D.O. is well above the proposed discharge location, therefore, secondary limitations are anticipated. This, however, cannot be assured until Technical Support can complete a WLA for this facility. Additional WWT facilities may be required pending receipt of the WLA. Page Four The applicant proposes to extend the outfall pipe from this facility into the center of the Rocky River, thereby, aiding in dispersion of the effluent. Pending receipt and approval of the WLA, it is recommended that an NPDES be issued to the County. Secondary treatment limits, as proposed in Table 2, may be insufficient to protect water quality in the Rocky River for two reasons. First, as the facility reaches its maximum planned capacity of 1.8 MGD, an ammonia limit will be required to prevent toxicity. The final ammonia limit will depend upon dilution available in the Rocky River as well as conditions at the Concord Regional WWTP and other NPDES discharges. The second reason why the proposed limits may be insufficient to protect water quality is that the proposed facility is likely to interact with several other waste water sources. A basinwide plan, now being developed for the Yadkin riverbasin, will involve allocating waste with consideration of all interacting sources. An updated QUAL2E river model for the Rocky River is nearing completion, and will be used to determine the appropriate limits for the proposed facility. In addition to an ammonia limit, the proposed facility would have to meet a Fecal Coliform limit of 200 per 100 ml and should plan on dechlorination if chlorine is to be used for disinfection. Table 2 should be amended to include a Fecal Coliform limit and, if chlorine disinfection is planned for, a chlorine limit of 28 ug/l. In section II. B., it is stated that the project will eventually serve the existing commercial/industrial establishments at the intersection of US Hwy 601 and NC Hwy 24-27. This section of the report should be expanded to state what kind of commercial/industrial facilities are present and whether wastewater from these facilities is expected to be of domestic quality. It should also be noted that the river model discussed in the EA (Section V. I.) cannot be evaluated because it is not presented in full detail.
