EXECUTIVE SUNUAARY
Water quality models for three sections of the Rocky River and its tributaries were
joined to produce one calibrated model for 47.6 stream miles in the Yadkin River basin.
This model was used to predict dissolved oxygen and biochemical oxygen demand
concentrations at low flow conditions for both permitted and summer average discharge
conditions.
The general objective of this project was to provide a tool to assist with
management of wastewater discharge issues in the upper watershed of the Rocky River.
A more specific objective of the project was to provide a model that could be used to
determine the appropriate waste load allocation for the Charlotte -Mecklenburg Utility
Department (MUD) Mallard Creek VVWTP. CMUD has applied for an expansion of the
Mallard Creek WWTP from 3 to 6 MGD.
Results from this model indicate that water quality in the upper watershed of the
Rocky River is not adequately protected by the current NPDES permit effluent limits.
Under current operating conditions, that are well below permitted loads, the DO standard
is not predicted to be violated in the Rocky River study area. However, three DO sags are
predicted to drop to or near the stream standard, indicating that little assimilative capacity
remains for oxygen consuming wastes. It is recommended that no new or expanded
discharges be permitted in the study area unless an evaluation of engineering alternatives
shows that it is the most environmentally sound alternative. If new or expanding
discharges are permitted, they should receive best available technology limits in the
watersheds above the confluence of Mallard Creek and the Rocky River, due to severely
limited assimilative capacity. Any new or expanding discharge in the lower watersheds of
the Rocky River should receive a total BODu limit of 32 mg/l or less, equivalent to 10
mg/l BODE and 4 mg/l NH3 for typical domestic discharges. This level of treatment will
protect the DO standard as well as preventing any one discharge from using up 100
percent of the available assimilative capacity of the river.
In addition, it is recommended that Mooresville VVWTP, Mallard Creek WWTP,
and Concord VVWTP be encouraged to continue to meet advanced treatment levels. Upon
expansion or modification, Mooresville VVWTP and Concord 'WWTP should receive more
advanced treatment requirements that will protect water quality in the Rocky River. This
will mean advanced tertiary treatment at the Mooresville VVWTP and limits at least as
stringent as 10 mgll BODS (5.7 mgA CBODS) and 4 mgll NH3 at the Concord VVWTP.

Oakboro Speculative Request
Rocky River discharge point -002

Town of Oakboro is requesting speculative limits for future expansion flows of 1.2 MGD
and 3.0 MGD. The existing wasteflow for the facility is 0.9 MGD and currently
discharges into the Rocky River (Outfall 002). (There is another emergency backup
discharge into Long Creek (Outfall 001). There is rapid growth in the area and the Town
is looking also at necessary treatment capacity for the expansion flow.
Per D. Gore of Pretreatment Unit. - Oakboro's pretreatment program is inactive. The
program shut down in 2001. There may be one user but it's not a significant industrial
user (SIU).
Existing summer limits are BOD5=9 mg/l, NH3 = 3 mg/l, DO=5 mg/l.
Winter limits are BOD5=18 mg/l, NH3 = 6 mg/l, DO=5 mg/l.
Quarterly Chronic toxicity limit of 4.6% in January April July and October.
In 1993, a QUAL2E model was performed on Rocky River and Mallard Creek to
assist with the management of wastewater discharge issues in the upper watershed
of the Rocky River. This calibrated model for 47.6 miles in the Yadkin River Basin was
used to predict DO and BOD demand concentrations at low flow conditions for both
permitted and summer average discharge conditions.
Model results indicated that water quality in the upper watershed was not adequately
protected by the NPDES permit limits. Under actual flows, which were well below
permitted loads, the DO standard was not predicted to be violated in the Rocky River.
But three DO sags are predicted to drop to or near the stream standard, indicating little
assimilative capacity remains for oxygen consuming wastes.
It was recommended that no new or expanded discharges be permitted in the study area
unless an evaluation of engineering alternative shows that it is the environmentally sound
alternative. If new or expanded discharges are permitted, they will receive BAT
technology limits in the watersheds above the confluence of Mallard Creek and the
Rocky River, due to severely limited assimilative capacity. Any new or expanding
discharge in the lower watersheds of the Rocky River should receive a total BODu
limit of 32 mg/l or less, equivalent to 10 mg/l BOD5 and 4 mg/l NH3 for typical
domestic discharges. This level of treatment will protect the DO standard as well as
preventing any one discharge from exhausting 100 % of the available assimilative
capacity of the river.
Review of Rocky River water quality data
Downstream ambient data for Rocky River at Norwood (Station Q9120000) shows no
major water quality problems.
• No contraventions of the dissolved oxygen standard in the time period of Jan.
1999 — March 2004. Lowest reported DO value was 5.3 mg/l in July 2002.
• A total of 56 fecal coliform samples were taken from Jan. 1999 to March 2004,
approximately 25 % of those exceeded the fecal coliform standard of 200/ 100ml.
• There were 10 instances where instream Total Phosphorus was greater than 1 mg/1
• Instream turbidity values exceeded the turbidity standard of 50 NTUs , in 11 of 59
samples between 1/99 — 3/2004 (18% of samples.)
• Instream copper values exceeded the copper action level of 7 ug/l, 3 of 30 times
(10%).
• Instream iron values exceeded the iron action level of 1 mg/1, 6 of 29 times (21 %)
Recommend 10/4/6 limits based on the recommendations of the QUAL2E model.
Although these limits are slightly less stringent than the existing limits. Facility will
be told that upon expansion to 3 MGD, they should be aware that an updated and
improved model may have been done and that limits more stringent than 10/4/6 may
be assigned at 3.0 MGD. (per recommendation of SAW) 1131105
