DANIEL SMITH Director Joseph Meliski, PE 55 Broad Street Asheville, NC 28801 NORTH CAROLINA Environmental Quality December 10, 2019 Subject: Request for Additional Information Stormwater Permit No. SW4070701 Echota IV The Summit at Echota Watauga County Dear Mr. Meliski: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on October 24, 2019. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: Please provide a Designer's Certification for the completed sections, Echota I, II, & III (Section I, lb). 2. As designed, Echota IV does not meet the requirements of a low -density project (Section 1, 2). Dispersed flow is not maximized, and avoidable, non -vegetated conveyance is utilized. Please either revise the project to meet all of the requirements of a low -density project or all of the requirements of a high -density project. 3. Since this is a modification to an existing permit, any surface water in Echota I, II, III, or IV must be included in the application (Section IV, 6 & Section VI, 8h if applicable). 4. Please include the receiving stream name (Section IV, 10). Since this is a large project spanning may watersheds, you may name the Watauga as the receiving stream since the entire project eventually drains to it. 5. Please provide the original, signed Supplement-EZ form (Section V & Section VI, 3). In addition, since this is a modification to an existing permit, both the Supplement-EZ Form and O&M Agreement Form should encompass the entire project area (Echota I, II, III, & IV). Since this a modification to an existing permit, please show the entire project area (Echota I, II, III, & IV) on the USGS topographic map. This will also help verify if there are any surface waters located within the project area. 7. Please provide bearings and distances for the property lines (Section VI, 8i). 8. Please dimension all BUA for this project (Section VI, 8j). Since a Designer's Certification is being provided for the previously constructed portions of this project, only the BUA associated with Echota IV needs to be dimensioned on the plans. 9. Please delineate the wetlands on the plans or provide a note stating that no wetlands exist. Provide documentation of the qualifications and identity of the individual who made this determination (Section VI, 8m). 10. Please provide a soils report showing the SHWT for the proposed curb outlet swales (Section VI, 9). Since a Designer's Certification is being provided for the previously constructed portions of this project, only the SHWT for the swales associated with Echota IV needs to be provided. 11. Please provide a copy of the current property deed for the entire property (Section VI, 10). The original permit was made out to Echota East Ridge, LLC whereas the modification is being applied for by The Summit at Echota, LLC. Alternatively, you can provide documentation that Echota East Ridge, LLC was acquired by The Summit at Echota, LLC or both LLC's are under the same parent company. 12. Please clarify if the project area is being subdivided or not. If the property is being subdivided, please provide original, signed deed restrictions for the project (Section VII). 13. Buildings 1, 2, 3, & 4 are partially located outside of the property boundary. Please correct/clarify. 14. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: hgps://edocs.deq.nc.gov/Forms/SW Project Submittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to January 9, 2020, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW4070701 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
