Dear Mr. Garvey:
On September 9, 2020, a site inspection was conducted for the Gardner Quarry located off NC Highway 210 in Harnett
County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. Along with yourself, Mr.
Nicholas Thornton, Plant Manager, was also present during the inspection and both your and his time and assistance is
greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General
Permit NCG020000 under Certificate of Coverage NCG020164. Permit coverage authorizes the discharge of stormwater,
mine dewatering wastewater and/or process wastewater from the facility to receiving waters designated as Upper Little
River, a Class WS-IV waterbody in the Cape Fear River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG020000 permit. Please
refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection..
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
Reviewed facility's SPPP, which contains all permit -required components as well as documentation associated with weekly
BMP inspections and annual updates regarding spills, employee training, etc. Monitoring is being conducted, recorded and
reported per permit requirements. Observations were made at wastewater/stormwater outfall NPDES-01/SDO-1 where work
has been done since the previous inspection to clean out accumulated sediment from the settling basins and relocate the
water truck fill station to avoid excess water from entering the basins. Additional work is planned to remove overgrowth of
vegetation (cattails) from basins and reroute some flows to achieve increased settling efficiency. Observations also made at
basin 3/SDO-6 where rip -rap has been placed at one end of a forebay berm to help prevent erosion from stormwater flows
and efforts are underway to replace sections of the outflow/discharge pipe and place additional rip -rap around end of the
outlet pipe. SDO-3 has been eliminated as flow from basin 2 has been directed into basin 3 via vegetated ditch. SDO-4 is
essentially a long, linear basin lined with rip -rap where discharge events are rare.
