Subject: DWR 20200819 Shining Rock Classical Academy - Additional Information Request
On June 19, 2020, the Division of Water Resources (Division) received your application requesting a 401 Water Quality
Certification from the Division for the subject project, with the appropriate fee received on June 24, 2020 and additional
information received on July 23, 2020. The Division has determined that your application is incomplete and cannot be
processed. The application is on hold until the following items are addressed:
• The site plan does not clearly show the extent of the wetland impact or if the rip rap dissipater pad and head
walls are included in the wetland impact. Please enumerate all wetland / stream impacts (including fill slopes,
headwalls, dissipater pads, etc.) on the site plan and clearly label impacts (Wetland / Stream Impact 1, etc.). The
Division recommends highlighting by hatching or shading all impacts areas for temporary impact areas and
permanent impact areas. [15A NCAC 02H .0502(g)]
• The plans submitted 7/27/2020 label the culvert differently on different plan sheets. Please clarify which label is
correct.
o The stormwater management plan on sheet C400 labels the culvert (at W1 Impact) as "Bypass pipe
network to convey offsite runoff around proposed stormwater BMP".
o Figure Al, Proposed wetland Impact Plan view labels the culvert as "Proposed stormwater bypass for
upslope runoff". Are drop inlets proposed or will stormwater sheet flow downslope and enter the
wetland and culvert?
• The Division is concerned about wetland and stream channel stability below the culvert outfall. Please provide
calculations showing that stormwater flow from the culvert and from surrounding fill slopes will not degrade
wetlands and waters. [15A NCAC 02H .0506(b)(2) and (b)(3)]
Pursuant to Title 15A NCAC 02H .0502(c), the applicant shall furnish all of the above requested information for the
proper consideration of the application. If all of the requested information is not received by September 11, 2020, the
Division will be unable to approve the application and it will be returned.
