Scott Brown, PE 409 Chicago Drive, Suite 112 Fayetteville, NC 28306 NORTH CAROLINA Environmental Quality August 23, 2019 Subject: Request for Additional Information Stormwater Permit No. SW6190701 The Farms Subdivision Cumberland County Dear Mr. Brown: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on July 26, 2019. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. The project is over 24% impervious cover. The absolute maximum allowable BUA for this project is 239,614.8 sf (24% * 998,395 sf) and 239,615 sf are proposed. Please revise the BUA allotment so that the percent BUA for this project is no greater than 24% or satisfy the requirements for a high density project (Section II, 2). 2. Please fill out "Table 1" and provide item "j" of the Required Items Checklist for the low density supplemental form (Section V). Items "d" and "i" of the Required Items Checklist have been provided but should be indicated on the checklist. 3. Please provide calculations showing how the times of concentration were determined for the swale calculations (Section VI, 7). 4. Please provide property lines with bearings and distances in the plans (Section VI, 8, i). 5. Please provide documentation of the qualifications and identity of the individual who made the wetland delineation (Section VI, 8, m). 6. The property owner authorization is not needed since the applicant is the property owner (Section IX). The manning n values used in the swale calculations seem very high for grass swales with a water depth of about 1 — 2 feet. Typically, grassed channels have n values in the range of 0.03 to 0.06, depending on the height of grass and depth of water. Please provide justification for using the values you selected or redo the calculations with more typical values. 8. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: https://edocs.deq.nc.gov/Forms/SW—Project—Submittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to September 22, 2019, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW6190701 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
