Thank you for allowing Town of Mocksville the opportunity to respond to the Notice of
Violation dated August 24, 2020. Our response below is in regard to the following infractions
that occurred during the month of March, 2020.
On March 10"i, a spill occurred due to an overflow of solids from the clarifier to the contact
chamber. The return pumps stopped working which caused solids to back up in the clarifier,
pushing them into the contact chamber. Due to high rain, solids could not be removed from the
digester, the ground was too wet for a pump truck hauler to land apply the sludge. Contractors
had a sludge thickener to aid the sludge removal process. This incident caused significantly high
levels of BOD and TSS, which caused the monthly averages to exceed permit limits. When the

spill occurred, a 5-day bypass report was completed immediately. Upon noticing, incoming flow
was shut off and the chlorine contact chamber was pumped out and returned to aeration basin.
The return lost prime but was restored to service. Operators did all they could to cease the
overflow and minimize damages.
We believe that the following errors have been taken seriously by our staff and ameliorated in a
thorough and timely matter. The incidents stated above have been reviewed thoroughly so that
we can best maintain optimal procedure and avoid future noncompliance. It is always the goal of
Town of Mocksville and Dutchman Creek W WTP to remain in compliance with regulations set
forth by the Division of Water Resources. It is our request that our cooperation and action in
these matters be taken into account by the Division when proceeding with enforcement.
