Keene, PE PO Box 1198 Pineville, NC 28134 NORTH CAROLINA Environmental Quality December 2, 2019 Subject: Request for Additional Information Stormwater Permit No. SW3190505 Courtyards on Lawyers Road Union County Dear Mr. Keene: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on November 1, 2019. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Original Comment # 3 — In light of the provided information/response to original comment #3, please provide documentation showing that Bob Kardos is affiliated with EPCON LR2, LLC. 2. Original Comment #11 — Please provide the following hard copies (Signed in August) of the files uploaded to Laserfiche: a. Ix — Stormwater Permit Application with original signatures. b. Ix — Deed Restriction with original signature. c. Ix — O&M Agreement with original signature (Please ensure that the temporary pool elevation, clean out depth, sediment removal elevation, and bottom elevation correspond to lines 25, 34, 21, and 20 of the Supplement-EZ Form respectively. Please also provide a hard copy of the Supplement-EZ Form with original signature, corrected per the below comments. 3. Based on the provided plans sheets, the proposed wet ponds appear to meet the MDCs, however, the provided calculations in the stormwater management report do not match the information shown on the plans. There are also some instances where the information on the plans/calculations does not match the Supplement-EZ Form. Stormwater Management Calculations i. The stage -storage information in Step 3 of the wet pond calculations does not match the detail sheets. This permanent pool stage -storage table should not include the forebay area, only the main pool. ii. The stage -storage information in Step 6 of the wet pond calculations does not match the detail sheets. iii. The stage -storage information in Step 7 of the wet pond #2 calculation does not match the detail sheet. iv. For the design storm, the water quality volume in each wet pond will be able to flow out of both the primary and secondary orifices. Please take this into account when calculating the drawdown time for the wet ponds. b. Supplement-EZ Form i. Please include the Drainage Area Sheet. The "Entire Site" column should include everything within the project area (i.e. no off -site areas) and the drainage area columns should include everything draining to wet ponds 1 and 2. ii. Line 25 — The temporary pool elevation should be the elevation of the water quality volume (Difference between the pre -development and post - development runoff for the 1-year storm) when stored in the permeant pool. Based on the provided stage -storage tables, the values shown on line 25 appear to be too high. iii. Line 27, Wet Pond #1 — The stage -storage table from the detail sheet does not produce the volume shown on line 27. iv. Line 34 — The cleanout depth for the forebay should be the difference between the permanent pool elevation and the top of the sediment storage elevation. v. Line 37 — The orifice diameter should be the diameter of the primary orifice (As shown on the wet pond detail sheets and calculated in step 9 of the stormwater management calculations), not the size of the pipe connecting to the riser structure. 4. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: hgps://edocs.deq.nc.gov/Forms/SW Project Submittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to January 1, 2020, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW3190505 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
