Dear Ms. Paugh:
Pursuant to your email transmittal dated May 20, 2020 and in light of the revised project
construction schedule, the Northeast Cape Fear Umbrella Mitigation Bank (Bank) is providing
the following updated mitigation credit reservation for NCDOT's R-3300B Project. The Bank
agrees to reserve and supply mitigation credits for impacts to jurisdictional wetlands
associated with above-referenced project (conditional upon receipt of deposit and payment
terms as outlined below). Please refer to the following table depicting the type and quantity
of credits requested and reserved for the R-3300B project.

Non- Riparian Wetland 33.8
Riparian Wetland 25.6
Terms: (1) 10% Deposit (due within 30 days of date of this letter)
(2) 5% Deposit (due by September 30, 2021)
(3) Net Balance due at Letting or by September 30, 2022, whichever is first.
Based upon your request, the Bank has reserved 33.8 non-riparian wetland credits and 25.6
riparian wetland credits for the R-3300B Project. These credits are reserved until September
30, 2022 (per the deposit and fee schedule above). Please contact our office should the
reservation need to be extended beyond September 30, 2022. Such an extension can be
provided upon agreement of terms to do so by both parties. Upon receipt of payment, the
Bank will provide an executed Transfer of Credit Certificate. If you have any questions or need
