Facility's current operations consist of an indoor sawmill to cut lumber into railroad ties, timber debarking for mulch, log/mulch storage and dock loading/unloading. Wood pellet manufacturing operations are planned for within the next several months. Verified information on NOI and discussed NCG210000 permit requirements. Also reviewed information related to the facility's request for Representative Outfall Status for outfall #4, which was submitted along with the NOI for permit coverage. Made site observations of the facility's four stormwater discharge outfalls and associated drainage areas, ASTs, and wood storage areas. Based on the facility's current storage practices and utilization of BMPs (silt fencing, berms, vegetated areas/swales) as well as collaboration with their consultant, Chuck Pakala, PE with CP Engineering and Environmental Solutions who was also present during the site vist, there are no objections to issuance of coverage under the NCG210000 Stormwater General Permit. Additionally, granting Representative Outfall Status to outfall #4 seems appropriate based on the current site conditions and the industrial activities that are occurring within each associated drainage area.
