Clayton, NC 27527 Dear Mr. Anderson: NORTH CAROLINA Environmental Quality November 8, 2019 Subject: General Permit No. NCG060000 Novo Nordisk — DAPI-US COC No. NCG060402 Johnston County In accordance with your application for a discharge permit received on September 16, 2019, we are forwarding herewith the subject certificate of coverage (C'OC) to discharge under the subject state — NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Please be aware that Little Poplar Creek (segment index number 27-41-1) is an impaired water. This stream is impaired because Mercury has exceeded criteria in fish tissue. There are also multiple Total Maximum Daily Loads (TMDLs) that affect this watershed. Information about these TMDLs can be found on Division of Water Resources' website: h s://de .nc. ov/about/divisions/water- resources/ lU annin modeling-assessment/tmdls. In Part I, Section A, the General Permit explains that for discharges to watersheds affected by a TMDL, coverage under this permit may depend on the facility demonstrating that discharges have no reasonable potential to violate applicable water quality standards for specified pollutants. Please take notice that this certificate of coverage is not transferable except upon approval of the Division of Energy, Mineral and Land Resources (Division). The Division may require modification or revocation and reissuance of the certificate of coverage. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Resources, the Coastal Area Management Act, or any other federal or local government permit that may be required. Per the requirements of the Neuse Riparian Buffer Rule, all stormwater drainage to stream buffers, from portions of this site that have been constructed after July 22, 1997, must meet diffuse flow requirements per 15A NCAC 213 .0233(5). Furthermore, on May 23, 2019, the Division of Energy, Mineral and Land Resources received your request to rescind your coverage under NPDES Stormwater Permit NCG080000, in order to obtain coverage under a NCG060000. In accordance with your request, General Permit NCGO80963 is rescinded effective immediately.
