On February 10, 2010, the Division of Water Quality (DWQ) received your application dated February 8,
2010, to fill or otherwise impact 1.326 acres of 404/wetland (0.270 acres permanent impact and 1.056
acres temporary impact), 598 linear feet of perennial stream (temporary impact), and 36,455 square feet
of Zone I Neuse River basin protected riparian buffers and 33,955 square feet of Zone 2 Neuse River
basin protected riparian buffers to construct the proposed sewer system project at the site. The DWQ has
determined that your application was incomplete and/or provided inaccurate information as discussed
below. The DWQ will require additional information in order to process your application to impact
protected wetlands and/or streams on the subject property. Therefore, unless we receive five copies of the
additional information requested below, we will place this project on hold as incomplete until we receive
this additional information. If we do not receive the requested information, your project will be formally
returned as incomplete. Please provide the following information so that we may continue to review your
project.
Additional Information Requested:
1. This Office believes that the stream and buffer impacts labeled on the plans as Exhibit 18 can be
moved or reconfigured to minimize the impacts to the stream and buffer. Please revise the plans
to minimize the impacts.
2. Please revise the easement width on the plans to adhere to Condition No. 20 of General
certification 3699.
3. Please complete PCN application section F. Supplementary Information - 3b
4. Please label impacts corresponding with the PCN application tables on the exhibits. For example,
on Buffer Impact Exhibit 3, it is impossible to differentiate which impact needs compensatory
mitigation. The Zone 1 impact closest to SF 1910 needs compensatory mitigation, but which
buffer number does it correspond to in the table?

you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized (at
