This letter is sent in response to your letter dated September 2, 2020 requesting additional
information in support of an operating permit renewal request for the above -referenced facility..
Please find attached two copies of the October 2007 letter issued to the Town of
Swansboro (the prior owner of this treatment facility) approving their Residential Flow Reduction
request. I have also included copies of permit correspondence from 2008 and 2014 for two
projects within the Swansboro collection system that referenced this flow reduction.

Residential Flow Reduction Approval
Onslow County
On October 8, 2007, the Division of Water Quality received a flow reduction request for
residences in the Town of Swansboro served by the Town of Swansboro WWTP (Permit No.
NC0036153). The letter requests an allowable flow rate of 102 GPD per bedroom and 51 GPD for
each additional bedroom based on the evaluated data from the WWTP and the monthly water meter
readings for commercial entities in Swansboro.
The DMR data provided between September 2006 and August 2007 with monthly
commercial water readings taken during January 2007 was analyzed by central office staff. Based
upon this data the. Division hereby approves a reduction in flow to 100 gallons per day per bedroom (a
minimum of 200 gpd for 1 and 2 bedroom homes) and 100 GPD for each additional bedroom for
sewer extension permits issued within the Town of Swansboro and tributary to the Town of
Swansboro wastewater treatment plant.
Regardless of the adjusted desion daily wastewater flow rate at no time shall the wastewater
flows exceed the effluent limits defined in the NPDES permit for the treatment facility or exceed the
capacity of the sewers downstream of any new sewer extension or service connections) -

In accordance with your applications received January 14, 2008, and additional information received
on February 26, 2008, we are forwarding herewith Permit No. W00030910, dated February 29, 2008, to
the Town of Swansboro for the construction and operation upon certification of the subject wastewater
collection system extension. This permit shall be effective from the date of issuance until rescinded, shall
void Permit No. WQ0030910 issued November 17, 2006 and Permit No. WQ0021210 issued April 18, 2002,
and shall be subject to the conditions and limitations as specified therein. This cover letter shall be
considered a part of this permit and is therefore incorporated therein by reference.
This modification encompasses many changes:
(1) A design change for the original section (West) is being implemented. It was originally designed
to serve 57 two -bedroom residences and a clubhouse/pool facility with approximately 1,714
linear feet of 8-inch gravity sewer discharging to existing gravity sewer along NC SR 151 1,
Approximately 867 linear feet of 8-inch gravity sewer was installed capable of serving 24 two -
bedroom residences and the pool facility. The remainder of the residences will become tributary
to a "new" pump station.
(2) The "new" pump station is one that was permitted under W00021210 issued April 18, 2002. The
station was installed, but the supporting development/project was never built. The remainder of
the West Section and the East Section will utilize the station that is being upgraded to current
requirements and approximately 568 linear feet of 3-inch force main is being installed. The
originally permitted force main's proposed point of connection to the Town's system is being
changed to the previously installed gravity sewer serving the initial portion of the West Section.
The April 2002 permit (W00021210) is being rescinded by issuance of this permit
(3) Consequently, approximately 1,828 linear feet of 8-inch gravity sewer is being permitted to serve
an additional 72 two -bedroom residences & a second clubhouse/pool facility in the East Section
and the remaining 33 two -bedroom residences in the West Section.
(4) The residential flow reduction approved on October 15, 2007 to utilize 100 gpd/bedroom with a
200-gpd/unit minimum is being applied to the entire project.

In accordance with your application received July 28, 2014 and additional information received on
August 19, 2014 and September 3, 2014, we are forwarding herewith Permit No. WQ0036207, dated
September 8, 2014, to ONWASA for the construction and operation of the subject wastewater collection
system extension. This permit shall be effective from the date of issuance until rescinded, shall void
Permit No. WQ0036207 issued October 26, 2012, and shall be subject to the conditions and limitations
as specified therein. This cover letter shall be considered a part of this permit and is therefore
incorporated therein by reference.
This modification adds flow allocation for an additional 10 single-family residences without additional
infrastructure bringing the total approved to 38 of a potential 56. Also, it applies the approved
residential flow reduction that was not requested or utilized in the original application and permit
issuance.
Please pay particular attention to the following conditions contained within this permit:
Special Conditions:
Condition 1.2: No connections in excess of the quantity permitted herein, 38 single-family units, shall
be made tributary to the subject sewer system. A modification shall be requested for
this permit from the Division of Water Resources to properly allocate the subject
wastewater flow.
Standard Conditions:
Condition 11.1: This permit shall not be automatically transferable; a request must be made and
approved.

WASTEWATER COLLECTION SYSTEM EXTENSION PERMIT
In accordance with the provisions of Article 21 of Chapter 143, General Statutes of North Carolina as
amended, and other applicable Laws, Rules, and Regulations, permission is hereby granted to the

for the construction and operation of approximately 3,929 linear feet of 8-inch gravity sewer; a 90—
gallon per minute pump station with duplex pumps, on -site audible and visual high water alarms,
telemetry, and an on -site permanent generator with automatic transfer switch as well as approximately
2,840 linear feet of 4-inch force main to serve to ultimately serve 56 three -bedroom single-family
residences (only 38 connections approved) as part of the Watercrest Landing Subdivision project, and
the discharge of 11,400 gallons per day (38 @ 100 gpd/br per approved residential flow reduction) of
collected domestic wastewater into ONWSAS's existing sewerage system, pursuant to the application
received July 28, 2014 and additional information received on August 19, 2014 and September 3, 2014
and in conformity with 15A NCAC 2T; the Division's Gravity Sewer Minimum Design Criteria adopted
February 12, 1996 as applicable; the Division's Minimum Design Criteria for the Fast -Track Permitting of
Pump Stations and Force Mains adopted June 1, 2000 as applicable; and other supporting data
subsequently filed and approved by the Department of Environment and Natural Resources and
considered a part of this permit.

For the construction and operation upon certification of approximately 3,929 linear feet of 8-inch gravity
sewer; a 90—gallon per minute pump station with duplex pumps, on -site audible and visual high water
alarms, telemetry, on -site generator with automatic transfer switch with approximately 2,840 linear feet
of 4-inch force main to ultimately serve 56 three -bedroom residences (360 gpd/lot). This permit only
allocations flow for 28 three -bedroom residences as part of the Watercrest Landing Subdivision project,
and the discharge of 10,080 gallons per day of collected domestic wastewater into the Onslow Water &
Sewer Authority's existing sewerage system, pursuant to the application received October 1, 2012.
