SUBJECT: Pretreatment Audit Inspection (PAI)
City of Burlington

Dear Mr. Patterson:
On August 26, 2020 a Pretreatment Audit Inspection (PAI) was performed by Jim Gonsiewski of
the Winston-Salem Regional office. Ms. Kristy King, industrial pretreatment specialist for the
City of Burlington, was present. The purpose of this inspection was to determine the effectiveness
of the pretreatment program, which included: a detailed file review, review of the POTW plant
performance, sampling, and compliance judgement program, and adherence to the enforcement
response plan (ERP). Additionally, an inspection of the Indulor facility was conducted in
conjunction with an inspection by the City of Burlington.
Background
The City has twelve (12) Significant Industrial Users (SIUs), two (2) of which are categorical.
Both treatment plants are permitted for 12 MGD. Two SIUs have been dropped from the program.
Lemco changed processes and no longer discharges to the POTW. Carolina Dye and Finishing
closed in January 2020.
Pretreatment Program Element Review
The Headworks Analysis (HWA) renewal was submitted on March 17, 2020. No approval has
been received by the POTW.
The last Industrial Waste Survey (IWS) was submitted on August 2, 2016. The IWS was approved
on September 19, 2016. The next IWS is due on July 2, 2021.
The Sewer Use Ordinance (SUO) was approved on March 1, 2013.

The Enforcement Response Plan (ERP) was approved on February 5, 2020.
LTMP File Review
The Long Term Monitoring Plan (LTMP) was approved on January 27, 2006 and is being
conducted at the proper locations and frequencies.
Industrial User Permit (IUP) File Review
A review of the file for Alamance Foods (#0067) revealed that the monitoring data was well
organized and compliant.
A review of the file for Carolina Hosiery (#0055) revealed that the monitoring data was well
organized and compliant.
A review of the file for Kayser -Roth (#0052) revealed that the monitoring data was well organized
and compliant.
The slug control plan for Alamance Foods (#0067) was in good order.
The slug control plan for Carolina Hosiery (#0055) was in good order.
The slug control plan for Kayser -Roth (#0052) was in good order.
Action Items
No other action items were noted.
The pretreatment program is considered satisfactory. Ms. King maintains an excellent program. If
