Dear Mr. Phillips:
On September 8, 2020, Brian Lambe from the Wilmington Regional Office of the Division of Energy,
Mineral, and Land Resources (DEMLR), conducted a compliance evaluation inspection for Encore
Recycling located in NE Railroad St, Duplin County, North Carolina.
The following observations were noted during the DEMLR inspection (please see the attached
addendum for additional information about your permit):
1) Stormwater Pollution Prevention Plan (SPPP)
A Stormwater Pollution Prevention Plan (SPPP) has not been developed, recorded, and properly
implemented. Submit your SPPP to this office by October 31, 2020. You may submit an electronic copy
or request onsite review.
2) Qualitative Monitoring
Qualitative monitoring has been conducted and recorded in accordance with permit requirements.
3) Analytical Monitoring
Analytical monitoring has not been conducted and recorded in accordance with permit requirements.

Thank you for your assistance and cooperation during this inspection. Please be advised that violations
of the NPDES Stormwater General Permit may be subject to a civil penalty assessment of up to

Inspection Summary:
Met with Kyle Phillips of Encore Recycling to conduct an NPDES NCG100000 inspection. The facility recycles metal
products and acts as a pick n pull for auto parts. The yard is well maintained and the inspector could not find any evidence
of leaking oil products.
Mr. Phillips did not have a copy of the SPPP onsite. The SPPP must be submitted to this office for review no later that
October 31, 2020. If you cannot provide an electronic copy, you may request a review onsite.
Sampling data must be submitted online with the new eDMR system as links provided by email.
