PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. a. Volume of wastewater to be permitted 0.030 MGD (Ultimate Design Capacity) b. What is the current permitted capacity of the Wastewater Treatment facility? 0.030 MGD C. Actual treatment capacity of the current facility (current design capacity 0.030 MGD d. Date(s) and construction activities allowed by previous Authorizations to Construct issued in the previous two years: A/C May 18, 1994 - Addition of an equalization basin and a parallel .015 mgd treatment plant consisting of an aeration basin, clarifier, sludge holding basin, tablet chlorinator, chlorine contact chamber, V-notch weir flow measurement, and tablet dechlorinator. e. Please provide a description of existing or substantially constructed wastewater treatment facilities: Existing facilities consist of: 9000 gal. infl. flow eq. basin, bar screen, 2 pumps & flow splitter, Two aeration basins (old - 15,000 gal., new - 18,700 gal.), Two clarifiers (old - 50 sq.ft., new - 72 sq. ft.) with sludge and skimmer returns, 2500 gal. sludge holding basin, 1400 gal. chlorine contact chamber with tablet chlorinator, 30 degree V-notch weir, tablet dechlorinator. f. Please provide a description of proposed wastewater treatment facilities: n/a g. Possible toxic impacts to surface waters: chlorine, ammonia, cleaning chemicals. Page 2 h. Pretreatment Program (POTWs only): n/a in development approved should be required not needed 2. Residuals handling and utilization/disposal scheme: not included with application. Contract operator typically contracts with a septage hauler to remove sludge to a plant needing seeding or to a POTW. a. Other disposal/utilization scheme (Specify): 3. Treatment plant classification (attach completed rating sheet): II 4. SIC Codes(s): 7032 Wastewater Code(s) of actual wastewater, not particular facilities i.e., non -contact cooling water discharge from a metal plating company would be 14, not 56. Primary 13 Secondary Main Treatment Unit Code: 0607 PART III - OTHER PERTINENT INFORMATION 1. Is this facility being constructed with Construction Grant Funds or are any public monies involved. (municipals only)? no 2. Special monitoring or limitations (including toxicity) requests: none 3. Important SOC, JOC, or Compliance Schedule dates: (Please indicate) none Date Submission of Plans and Specifications Begin Construction Complete Construction Page 3 4. Alternative Analysis Evaluation: Has the facility evaluated all of the non -discharge options available. Please provide regional perspective for each option evaluated. Spray Irrigation: This alternative was considered for the 1994 0.015 mgd expansion, indicating a 39% greater total present worth cost for this option. Therefore this alternative did not appear to be economically feasible at the time the expansion was applied for and is not likely to be feasible now. Connection to Regional Sewer System: not available Subsurface: This alternative was found to be 800-. more costly than discharging for the expansion and is therefore not economically feasible. Other disposal options: Utilizing a sand filter for the expansion was indicated to be 310-. more costly than a package plant and was not considered further for the expansion. 5. Other Special Items: PART IV - EVALUATION AND RECOMMENDATIONS Camp Judea completed an expansion of the WWTP in 1994 which provided flow equalization and parallel treatment facilities. It is recommended that the permit be renewed as requested. - 19a-a Signature of Report Preparer Water Quality Regional Supervisor Date Page 4
