Division personnel have reviewed and approved your application for renewal of the subject
permit. Accordingly, we are forwarding the attached final NPDES discharge permit. This permit is
issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum
of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15,
2007 (or as subsequently amended).
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty
(30) days following receipt of this letter. This request must be in the form of a written petition,
conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of
Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such
demand is made, this permit shall be final and binding.
Please take notice that this permit is not transferable. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or permits
required by the Division of Land Resources, Coastal Area Management Act, or any other Federal or
Local governmental permits which may be required.

hereof.
This permit shall become effective December 1, 2010.
This permit and authorization to discharge shall expire at midnight on November 30, 2015.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked, and as of this issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under the
permit conditions, requirements, terms, and provisions included herein.
Camp Judaea is hereby authorized to:
1. Continue to operate an existing 0.030 MGD extended aeration wastewater treatment system with
the following components:
♦ 7,500 gallon flow equalization basin w/manual bar screen
♦ Dual pumps (one grinder pump) w/dual alarms
♦. Flow splitter box
♦ Dual aeration basins (13,000 and 17,000 gallon w/dual blowers providing diffused air)
♦ 2,700 gallon and 3,900 gallon clarifiers w/skimmer and sludge returns
♦ 2,600 gallon aerobic digester
♦ Tablet chlorinator
♦ 1,200 gallon chlorine contact chamber
♦ 30° v-notch weir and staff gauge
♦ Tablet dechlorinator
♦ 160 linear feet of 6-inch gravity outfall
The facility is located south of Fruitland at the Camp Judaea WWTP on Chimney Rock Road in
Henderson County.
2. Discharge from said treatment works at the location specified on the attached map into Henderson
Creek, currently classified C-Trout waters in sub -basin 04-03-02 of the French Broad River Basin.

I've attached a list of permits that EPA R4 wants to review when we prepare the Drafts for public notice. EPA always
reviews Majors, but they also want to see some Minors. All these facilities discharge to 303(d) impaired waters, and EPA
wants to ensure that the parameter of concern will have appropriate limits (e.g., if the stream is 303d impaired for fecal,
the permit should have fecal limits). So you'll need to check the 303(d) list and evaluate. Include Fact Sheet with
Majors, and Expedited Fact Sheet for Minors, when you send to EPA. Looks like they are asking for draft permits in
Catawba Basin and French Broad basin.

Hi Maureen,
I met with the contract operator and did a compliance evaluation inspection at this facility on 8-26-10.
Everything looked good. Attached is that inspection report.
Here's what I would suggest.

This form must be completed by Permit Writers for all expedited permits which do not require
full Fact Sheets. Expedited permits are generally simple 100% domestics (e.g., schools, mobile
home parks, etc) that can be administratively renewed with minor changes, but can include
facilities with more complex issues (Special Conditions, 303(d) listed water, toxicity testing,
instream monitoring, compliance concerns).

is listed as an impaired waterbody on the North Carolina 303(d) Impaired Waters List.
Addressing impaired waters is a high priority with the Division, and instream data will
continue to be evaluated. If there is noncompliance with permitted effluent limits and
stream impairment can be attributed to your facility, then mitigative measures may be
required".

Facility (municipal/industrial); 2) Minor Municipals with pretreatment program; 3)
Minor Industrials subject to Fed Effluent Guidelines (lb/day limits for BOD, TSS, etc); 4)
Limits based on reasonable potential analysis (metals, GW remediation organics); 5)
Permitted flow > 0.5 MGD (requires full Fact Sheet); 6) permits determined by Supervisor to be
outside expedited process.
