All these facilities discharge to 303(d) impaired waters, and EPA wants to ensure that the parameter of concern will have appropriate limits (e.g., if the stream is 303d impaired for fecal, the permit should have fecal limits). So you'll need to check the 303(d) list and evaluate. Include Fact Sheet with Majors, and Expedited Fact Sheet for Minors, when you send to EPA.
