application:
The Pungo Rental properties lot is undeveloped with maintained lawn grasses and a
high marsh fringe adjacent the Pungo River. The adjacent property is used a an
event venue with lodging for patrons. There is also a residential subdivision
adjacent this property.

4. Proposed Activity
Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:
A refurbished house boat has been pulled ashore and dry docked so as to allow for
it's conversion to a rental cabin. A septic system will handle the wastewater
generated by guests. An elevated open wooden deck is proposed to be constructed
adjacent to the houseboat. The deck will be elevated 4' where a small
encroachment occurs into zone 2 of the Tar/Pam Buffer (120 ftZ). The area under
the deck in the buffer will be undisturbed and left vegetated with grasses. The
purpose of the 4' elevation is allow sunlight to penetrate under the deck to the
extent that the buffer encroachment occurred.

Any encroachment into the buffer was limited to an open slated wooden deck
elevated to allow sunlight to penetrate under the deck and maintain vegetation in
the buffer. The encroachment is small limited to approximately 120 ft2.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Impacts to the vegetation in the buffer will be limited to foot traffic during deck
construction. Pilings to support the deck will be driven by a small excavator
operating outside the buffer. Disturbed areas outside the buffer will be graded and
seeded upon completion of the deck. There will be no concentrated areas of sheet
flow into the buffer.

Stormwater Control Measures for Open Slated Deck

The applicant is seeking authorization for the encroachment of an open wooden slated deck 3' into
Zone 2 of the Tar/Pamlico River Basin Riparian Buffer for a total of 120 W of potential buffer
impact. The applicant proposes to elevate the deck 4' above existing ground level to allow sunlight
to penetrate beneath the deck for the purpose of maintaining a full 50' of vegetation to filter and
treat stormwater runoff. The proposed development will not include any concentrated areas of
stormwater runoff such as ditches or swales. Impervious surface coverages outside the buffer will
not exceed 25% of the land area.
