The lot is grassy, to the point where the property transitions from upland into riverine swamp forest. Within the wetland complex vegetation consist primarily of Acer rubrum, Ligustrum sinense, Morelia cerifera, Juniperus virginiana and Smilax laurifolia. 4b. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The Applicant has situated the house as far forward on the lot, as possible, but this did not provide any avoidance, as the difference in elevation, from upland to wetland is approAmately 4.5', thus the slope of the fill extends all the way to the property line. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: To avoid unauthorized impacts to wetlands, adjacent to the fill area, silt fence will be installed, along the impact limit. Additionally, the slope of the fill dirt will be seeded and topped with excelsior matting and frequent inspections, of the S&EC measures, will take place. 2.
