Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The proposed project area consists of a 7 acre site adjacent to Barber Creek (28-98) in Greenville, NC. A reviewof old maps indicates that the original flow path of Barber Creek began near the project area and flowed parallel to the Tar River before its confluence approximately 1.5 miles downstream. It appears that during the construction of the US264A bridge over the Tar River, fill material was taken from the project area to build the road. The excavation created the existing lake on the site. It is unclear howthe lake was then connected directly to the Tar River. The parcel of land borders the Tar River to the south and US 264A/NC 33 to the west. The ebsting land cover (within the project limits) consists of a wooded area (NLCD 90 - Woody Wetlands) and a relatively clear area (NLCD 82 - Cultivated Crops). Three open-air shelters exist in the middle of the cleared area. The site was previously the site of a golf driving range. The parcel of land has since been purchased by the City of Greenville for the intent of developing a newcity park. The adjacent property to the southeast is still privately held and is currently undeveloped. The proposed park is located within in the regulatory floodway for the Tar River, as identified in the July 7, 2014 Flood Insurance Study for Pitt County (Map Number 3720468800K). The base flood elevation at the project location per NC FRIS is 20.3 ft NAVD 83. 4b. Explain the purpose of the proposed project:* The City of Greenville is planning on converting existing structures on land adjacent to the Tar River to a future city park. The first phase of the development will be to install a gravel parking lot, kayak launch, camping platforms, with accessible sidewalks to access all of the above. A primitive trail will be routed from the floating dock/beach area towards the proposed camping platforms. The trail will then be routed around the northern and western ends of Barber Creek, terminating near the existing US 264A/NC 33 overpass. Exact locations of the proposed beach, kayak launch, camping platforms, trail, and subsequent grading can be found in the attached site plan. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The proposed development will convert the existing site into a city park. The project area is currently accessed via a 20' vide concrete driveway, extending approximately 1200 ft from SR 1534 Old Pactolus Rd. The driveway will be extended to provide vehicular access to the existing structures and a proposed kayak launch using 6" thick CABC. Detailed layout of the proposed parking and access roads can be found in the attached site plan. The overall project area will disturb appropmately 7 acres of existing coverage, of which approximately 0.4 acres of riparian buffer and 0.05 acres of wetland will be disturbed. In addition, approximately 0.9 acres of Zone 2 of the buffer will be occupied by a proposed primitive trail. Within the wetland and buffer disturbance areas, all grading and paving will occur within the riparian buffer. Standard excavating and paving equipment will be used within the buffer area. New impervious areas were placed on the landward side of the existing buildings to minimize impacts to the buffer and wetland areas.
