North Carolina Administrative Code (15A NCAC 2H.0105(e)) requires that an application for permit renewal be filed at least 180 days prior to expiration of the current permit. To satisfy this requirement, your renewal package must be sent to the Division postmarked no later than April 3, 2000. Failure to request renewal of the permit by this date will result in a civil assessment of at least $250.00. Larger penalties may be assessed depending upon the delinquency of the request. If any wastewater discharge will occur after September 30, 2000 (or if continuation of the permit is desired), the current permit must be renewed. Operation of wastewater treatment works or continuation of discharge after September 30, 2000 would violate North Carolina General Statute 143-215.1 and could result in assessment of civil penalties of up to $25,000 per day. If all wastewater discharge has ceased at your facility and you wish to rescind this permit, contact Robert Farmer of the Division's Compliance Enforcement Unit at (919) 733-5083, extension 531. You may also contact the Asheville Regional Office at (828) 251-6208 to begin the rescission process. Use the enclosed checklist to complete your renewal package. The checklist identifies the items you must submit with the permit renewal application. If you have any questions, please contact me. Submit one signed original and two copies. ❑ The completed application form (copy attached), signed by the permittee or an Authorized Representative...Submit one signed original and two copies. If ;in Authorized Representative (see Part II.B.1 Lb of the existing NPDES.pernlit)..prepares the fenewal package, written documentation must be provided showing: the --authority delegated to the Authorized Representative. ❑ yAynarrative description of the sludge management plan for the facility. Describe how sludge (or other solids) generated during wastewater treatment are handled and disposed. If your facility has no such plan (or the permitted facility does not generate any solids), explain this in writing. Submit one signed original and two copies. The following items must be submitted ONLY by Industrial facilities discharging process wastewater: ❑ Industrial facilities classified as Primary Industries (see Appendix A to Title 40 of the Code of Federal Regulations, Part 122) must submit a Priority Pollutant Analysis (PPA) in accordance with 40 CFR Part 122.21. If the PPA is not completed within one week of April 3, 2000, submit the application package without the PPA. Submit the PPA as soon as possible after April 3, 2000. The above requirement does NOT apply to municipal or non -industrial facilities. IWill you be sending the 3 mentioned above or others a letter asking for renewal? Susan and I have discussed those homes briefly. We'd like to switch them to coverage under NCG550000. Dave & Forrest were always against it, but they are no longer in the equation. The monitoring requirements for those permits are essentially the same as those for NCG55, and it seems unreasonable to leave those 4 systems alone with individual permits. The text in NCG550000 is worth mentioning: Part I. C. (Applicability) This permit is applicable to the following types of discharges: Wastewater from single family residence treatment facilities at flows not exceeding 1000 gallons per day. 2. Wastewater from other similar domestic treatment facilities not exceeding 1000 gallons per day, as decided by the Division. Nothing in the existing permit precludes Jet -Aire systems from being covered by NCG550000. You should also talk to Larry Frost. A while back he discovered MANY more "Jet -Aire" systems in the ARO's territory that were never permitted. At that time, a decision was made NOT to permit them due to resource constraints. The reason I'm asking is that I'm getting ready to send Patrizio, Pruet, and Binkelman NOVs for not renewing and not sampling, and Drolen an NOV for using a system without the blower (he is not living there at the time, but he is there during the day working on fixing up the house and using the bathrooms while he's there). That sounds fine. If they request renewal, let's switch them to coverage under NCG55. The issue of the other Jet -Aire sites can be revisited after these are resolved. There was only one which showed up on Bims as having a current/renewed permit, and that one is Thomas Drolen (NC0085341) (originally owned by Crystal Madden). (The blower for Drolen's system was washed away in the flooding of September 2004). BIMS shows these as having expired: Patrizio: _ � NCO085448 Pruet: NCO085464 Binkelman: NCO085456 There were other homes on that street which I'm sure have the same system, but there are no records of them here in the Asheville Regional Office. I found another one in the files: Marilyn Higi: NC0038733. Do you have a list or a way to show who has a permit for a jet aeration system?
