Restoration Systems' (RS) requests a viability assessment for a single tract, 470-acre parcel, in Beaufort
County, NC, for the development of a nutrient offsite bank parcel. A landowner authorization letter is
attached along with the following detailed description of the parcel, including a historical land use
analysis.
Site Description
The parcel, a +/- 470-acre tract utilized for row crop production, is located in the Pinetree Township 5.25
miles north of Bath, NC. Substantial land use alterations indicative of row crop production are shown on
the 1943 USGS 1:250000 topographic quad for Plymouth, NC. NC DOT historic Imagery from 1968,
indicates the current land use is substantively similar to that of the late 1960s. Via historical mapping, QL2
LiDAR analysis, and in -field review, current site features are the result of modification to four distinct
intermittent/perennial features that drain directly to Pungo Creek. Parcel drainage runs north to south.
Water Quality
The site is located within the Tar -Pamlico River Basin 8 and 14-digit USGS Cataloging Units 03020104-
110020 (NCDWQ subbasin number 03-03-07). Pungo Creek is mapped and listed on the North Carolina
2018 Category 5 Assessments "303(d) List" Final Report for Chlorophyll a, impacting aquatic life
(NCDWQ 2018). According to the 2018 Amended 2010 Tar -Pamlico River Basin Plan, the highest
priorities within the watershed are the reduction of agricultural inputs, restoring ditched streams, and
establishing woody vegetation along denuded banks.
Physiography
The site is within the United States Geological Survey's (USGS) Level IV Ecoregion 63b, Chesapeake -
Pamlico Lowlands and Tidal Marshes of North Carolina. Regional physiography is characterized by level
plains and broad, shallow valleys on the lowest marine terrace. The ecoregion is characterized by
seasonally wet soils, brackish, and fresh low -gradient streams with a silty or sandy substrate (Griffith et
al. 2002). Elevations within the Site range from 10-20 feet National Geodetic Vertical Datum [2013 USGS
Pinetown Quadrangle, NC 7.5-minute topographic quadrangle]. As such, the site historically supported
four independent fresh low -gradient streams and associated ephemeral features that drained the level
plain and convex depressions within the parcel.

The site has been cleared of native forest vegetation, streams have been relocated, ditched, and
straightened, and groundwater hydrology has been lowered due to the ditching of site streams.
Documented land use alterations to the site's features, terraces, and depressional wetlands first occur on
the 1943 USGS 1:250000 topographic quad for Plymouth, NC. NC DOT historical imagery from 1968,
indicates the current land use is substantively similar to that of the late 1960s. Methodical ditching
approximately every 500 feet drains upland terraces and depressional wetlands.
A series of agricultural buildings are located on -site along the northern boundary. A single -use powerline
for the farming facilities runs the road. No other significant parcel constraints have been observed.
