Dear Sir:
NCDOT is requesting a written 401 Water Quality General Certification 3704, which corresponds
with the USACE Nationwide 14. The original application for this project was for a Nationwide 3,
which did not require written approval from NCDWQ. The USACE has determined a Nationwide
14 was necessary and therefore issued. All other aspects of the project are the same as stated in the
original application. All WS IV requirements have been satisfied.
Please find enclosed a revised page 1 of the PCN.
