(Pilot) is pleased to submit this report of the wetland delineation for the approximate 596 acre tract located along Country Club Road in Yadkinville, Yadkin County, North Carolina. Background Wetlands are defined by the United States Army Corps of Engineers (USACE) and the United States Environmental Protection Agency (EPA) as "those areas that are inundated or saturated by surface or groundwater at a frequency and duration sufficient to support, and under normal circumstances, do support a prevalence of vegetation typically adapted for life in saturated soil conditions." In order for an area to be classified as wetland, hydrophytic vegetation, hydric soils, and wetland hydrology indicators must be present. Section 404 of the Clean Water Act regulates the discharge of dredge and fill materials into waters of the United States (lakes, rivers, ponds, streams, etc.), including wetlands. Waters of the United States include the territorial seas, navigable coastal and inland lakes, rivers and streams, intermittent streams, and wetlands. The EPA and the USACE jointly administer the Section 404 program. Section 401 of the Clean Water Act grants each state the authority to approve, condition, or deny any Federal permits that could result in a discharge to State waters. Jurisdictional features include wetlands, open waters, ponds, lakes and perennial/intermittent streams. Jurisdictional features are regulated by the USACE and North Carolina Department of Environmental Quality -Division of Water Resources (NCDEQ-DWR). Permits are required priorto impacting any jurisdictional feature. The type of permit required is specific to the type, location PO Box 128, Kernersville, NC 27285 www.pilotenviro.com Wetland Delineation Pilot Project 3 680. 1 March 29, 2019 and amount of impacts. Stormwater management plans and/or mitigation for proposed impacts could be a requirement of the permit approval process. The findings and conclusions found in this report are our opinions based on field conditions encountered at the time of the site visit. Changes including, but not limited to, regulations, weather, timber/vegetation removal and usage/development of the site or nearby properties can alter the findings and opinions presented in this report. We recommend that this report only be used for preliminary planning purposes. Agency verifications, followed by a survey of jurisdictional features, are required to determine the exact extent and locations of jurisdictional features and are valid for a period of up to five years following issuance of a USACE Jurisdictional Determination (JD) and/or NCDEQ-DWR Site Determination Letter. Global Positioning System (GPS) location of jurisdictional features has been conducted by Pilot personnel in the field utilizing a Trimble handheld GPS unit capable of sub -meter accuracy. Field GPS data has been post -processed by Pilot personnel and digitally provided to the client for assistance with preliminary planning. Pilot expresses no warranties or liabilities to the accuracy of GPS locations and/or provided GPS data. Scope of Services Pilot was contracted to perform a wetland delineation for the approximate 596 acre tract located along Country Club Road in Yadkinville, Yadkin County, North Carolina. The site consists of fourteen parcels identified by the Yadkin County Geographical Information System (GIS) as Parcel Identification Numbers (PINS) 580800926184, 581800038619, 581800048150, 581800049419, 581800140879, 581800154721, 581700367810, 581700362604,581700372302, 581700174078, 581700381065, 581700283931, 5818114449 and 5808916149. The site is being evaluated for proposed development with a solar farm. The scope of services included a delineation of jurisdictional features (streams, wetlands and other surface waters) located on the site. The site boundary was not marked at the time of our field delineation. The site boundary was provided in a Google Earth digital file. Pilot was also contracted to perform a Phase I Environmental Site Assessment (ESA) and a Limited National Environmental Policy Act (NEPA) Review in conjunction with the wetland delineation. Details of these investigations are included in separate reports. Literature Review We reviewed the U.S. Geological Survey (USGS) Topographic Map, the U.S. Department of Agriculture (USDA) Soil Survey of Yadkin County, the U.S. Fish and Wildlife Service (USFWS) National Wetland Inventory (NWI) Map and the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM). iA Wetland Delineation Pilot Project 3 680. 1 March 29, 2019 • The USGS Topographic Map (Drawing 1) depicts North Deep Creek crossing the southwestern portion of the site. A pond is depicted on the northwestern portion of the site. Unnamed tributaries to North Deep Creek are located on the northern and central portions of the site. Other surface waters or wetlands are not depicted on the site. Additional drainage swales that could contain surface waters or wetlands are depicted on the site. The USDA Web Soil Survey of Yadkin County (Drawing 2) identifies the following soil mapping units on the site: Clifford fine sandy loam (CaB and CaQ Clifford sandy clay loam (CcB2 & CcC2), Clifford clay loam (Ce133), Clifford gravelly fine sandy loam (CgB), Codorus loam (CrA), Dan River and Codorus Soils (DhA), Dan River sandy loam (DeA), Danripple fine sandy loam (Da132), Delila fine sandy loam (DoB), Fairview fine sandy loam (FaD and FaE), Fairview sandy clay loam (FdD2 and FdE2), Fairview clay loam (FeC3, FeD3 and FeE3), Fairview gravelly fine sandy loam (FgD2), Fairview-Gullied Land Complex (FhD), Hatboro loam (HaA), Hatboro Soils (HsA), Jackland loam (JaC), Nathalie fine sandy loam (NaB), Siloam sandy loam (SmE, SmE3 and SmF), Starr loam (StB), Toast fine sandy loam (TaE), Toast sandy clay loam (TeE2), Tomlin sandy clay loam (TnC2 and TnE2) and Woolwine-Fairview-Westfield Complex (WwF). The Clifford, Fairview, Tomlin, Nathalie and Westfield series consists of well drained, moderately permeable soils that occur on ridges and hill sides. The Codorus series consists of moderately well to somewhat poorly drained, moderately permeable soils that occur on nearly level floodplains. The Dan River series consists of well drained, moderately permeable soils that occur on floodplains. The Danripple series consists of well drained, moderately permeable soils that occur on stream terraces and low hills. The Delila series consists of poorly drained, slowly permeable soils that occur on ridges and within swales. The Hatboro series consists of poorly drained soils that occur on nearly level floodplains. The Jackland series consists of moderately well drained to somewhat poorly drained, very slowly permeable soils that occur on broad convex ridges and slopes. The Siloam series consists of well drained, moderately slowly permeable soils that occur on ridges and hill sides. The Starr series consists of well drained, moderately permeable soils that occur on slight depressions, around drain heads, on terraces and on foot slopes or fans. The Toast and Woolwine series consist of well drained, moderately permeable soils that occur on hills, ridges and interfluves. The CrA, DoB, HaA and HsA soil mapping units are identified on the Yadkin County Hydric Soils List. The remaining soil mapping units are not identified on the Yadkin County Hydric Soils List. Pilot also reviewed the last published USDA Soil Survey of Yadkin County (Drawing 2A). The map depicts streams on the site, generally consistent with those shown on the USGS Topographic Map. Additional streams are shown in drainage swales on the central and southern portions of the site. Other surface waters or wetlands are not identified on the site. The USFWS NWI Map (Drawing 3) depicts two freshwater ponds on the northwestern portion of the site. Riverine features are depicted on the northern, central and southwestern portions of the site and along a portion of the southeastern site boundary. Other surface waters or wetlands are not depicted on the site. Wetland Delineation Pilot Project 3 680. 1 March 29, 2019 • Pilot reviewed the FEMA FIRM for the site (Drawing 4). The FEMA FIRM identifies the 100 year floodplain on the southwestern and central portions of the site. The remainder of the site is identified as being outside the 100 year floodplain. Field Delineation Pilot personnel conducted the field delineation of Tract A on July 27 and 28, 2018 and the delineation of Tract B on December 26 through January 9, 2019. Several dilapidated agricultural structures and an abandoned single family residence are located on the northern portion of the site. Several agricultural structures are located on the central portion of the site. A single family residence and two associated outbuildings, and a dilapidated agricultural structure are located on the southwestern portion of the site. A dilapidated single family residence and several dilapidated agricultural structures are located on the southeastern portion of the site. Country Club Road crosses the western portion of the site and Long Farm Road crosses the northern portion of the site. Overhead electricity lines and an associated easement cross the southern portion of the site. The remainder of the site contains agricultural fields and wooded land. Two ponds are located on the northern and western portions of the site. The ponds are hydrologically connected to down -gradient surface waters and/or wetlands. Based on our observations, the ponds would be considered to be regulated by the USACE. Pilot personnel geo- located the ordinary high water marks of the ponds with a Trimble handheld GPS unit. Streams are located on the northeastern, central and southwestern portions of the site. The streams contain indicators of ordinary high water marks, strongly defined beds and banks and meanders. With the exception of streams designated as ISA, ISB, ISF and ISG, the streams contained flowing water and aquatic life at the time of our site visits. Based on our observations, it is our opinion that the streams designated as ISA, ISB, ISF and ISG are intermittent and the remainder of the streams located on the site are perennial. The stream extents were marked in the field with blue and white striped surveyor tape and the streams centerlines were geo-located with a Trimble handheld GPS unit. Wetland pockets are located on the north -central, central and southern portions of the site. The wetlands are separated from surrounding uplands by distinct topographic, vegetative and/or soil breaks. Wetland Determination Data Forms, supporting our opinions, are included as attachments. The wetland boundary was marked in the field with red and white striped surveyor tape and geo-located with a Trimble handheld GPS unit. Photographs that show general site conditions observed during the site reconnaissance are included as attachments. C! Wetland Delineation Pilot Project 3 680. 1 March 29, 2019 Watershed Classification/Buffer Requirements The site is located in the Yadkin River Basin. North Deep Creek and several of its unnamed tributaries cross the site. The NCDEQ-DWR has classified North Deep Creek as class C waters. In accordance with NCAC 02B .0200, the ponds and streams located on the site are not subject to state regulated riparian buffers. Pilot contacted the Yadkin County Planning and Development Department to determine if local buffers apply to surface waters or wetlands. According to Ms. Dawn Vallieres, Director with the Yadkin County Planning and Development Department, Yadkin County surface water buffer requirements are generally consistent with those of the state. According to the NCDEQ-DWR Interactive Stormwater Map, the site is located in an area identified as "No Program; Verify Locally." Therefore, we recommend consultation with the local zoning authority to determine if the proposed development on the site requires development buffers/setbacks from surface waters for compliance with state and local stormwater requirements. Agency Verification The delineation has been verified by USACE JD SAW-2019-00099, dated March 12, 2019. Drawing 5 shows the approximate locations of the ponds, streams (including our designations), wetlands and data points. Drawing 5 should be used for preliminary planning purposes only. We understand that our flags and regulated features will be surveyed to determine the exact extent and locations of regulated features on the site.
