4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The project area is located within a wooded floodplain corridor along Irvins Creek in southeastern Mecklenburg County. Land use in the immediately project area includes forest, utilities
easements (sewer / electrical), and recreational. Recreational land use includes Idlewild Road Park located at the the eastern end of the project corridor and ball fields associated with
Crown Point Elementary School at the west end of the corridor. Land use surrounding the project area includes forest, residential, recreational, and institutional.

The project proposes to build a new greenway facility for approximately one mile alongside Irvins Creek. The greenway will provide a linear trail for recreation, fitness, and community
connection.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The project proposes to build a new greenway facility for approximately one mile alongside Irvins Creek. The project will improve accessibility between Sam Newell Road, Crown Point
Elementary School and Idlewild Road Park. The greenway will begin where Irvins Creek crosses Idlewild Road and continues north and west to an existing recreation field west of Sam
Newell Road. The trail will be a 12-foot wide asphalt path with sections of boardwalk or pedestrian bridges to cross existing streams. Additional project elements will include new
landscaping, overlook points, improvements to an existing parking facility, storm water controls, and stream bank stabilization of approximately 114 linear feet (LF) on Irvins Creek.
Excavators and skid steers may be used during grading activities. Proposed greenway crossings of streams will involve the construction of raised boardwalk and a prefabricated bridge.
Boardwalk sections will be supported by driven timber piers. The bridge crossing will span top of bank to top of bank of Irvins Creek. Steel pilings will be driven in beyond top of bank to
support bridge approaches. The installation of riprap for bank stabilization will be limited to approximately 114 LF and includes the area immediately at the proposed bridge and a
section of unstable left bank immediately upstream.

1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The greenway alignment design incorporated the location of delineated streams and wetland in order to avoid these features as much as possible.
Proposed stream crossings consist of either a bridge or raised boardwalk. The one bridge crossing will span top of bank to top of bank of Irvins Creek.
Steel pilings will be driven in beyond the top of bank to support the bridge. Riprap bank stabilization proposed at the bridge crossing has been
minimized to the area immediately at the bridge and a portion of the left bank immediately upstream that is currently unstable. Boardwalk sections will
be constructed using driven timber pilings to avoid impacts.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Construction practices will follow guidelines from the NC Erosion and Sediment Control Planning and Design Manual. Boardwalk crossings will be
supported by timber piers that will be driven in to avoid discharge. Steel bridge pilings will be installed outside of the top of bank of Irvins Creek to
avoid impacts. Mud mats will be used for temporary construction access across streams.

immediately upstream. Proposed stabilization won't result in a loss of waters

5j. What data sources did you use to determine whether your site would impact Endangered Species or Designated Critical Habitat?
Wildlands obtained an official species list (Consultation Code: 04EN1000-2019-TA-0736) from the USFWS IPAC on 9/11/19. A pedstrian survey was
conducted between September 30 and October 2, 2019. Results of the survey found areas of potential summer roosting for the Northern long eared
bat (NLEB) (Myotis septentrionalis), and areas of suitable habitat for the Schweinitts sunflower (Helianthus schweinitai), the smooth coneflower
(Echinacea laevigata), and Michames sumac (Rhus michau)di). No individuals or populations of any of the above referenced species were documented
on -site. A letter requesting review and comment was submitted to the USFWS on 11/4/19. The USFWS responded via letter (Log No. 4-2-20-064)
indicating the agency had no concern for project -mediated impacts to federally protected species. Copies of correspondence with the USFWS are
uploaded with this submittal.

September 30 and October 2, 2019. A letter requesting review and comment was submitted to SHPO on 11/4/19. No response from received from

machines, such as jackhammers, mechanized pile drivers, etc.?
Yes.
If yes, please provide details to include type of percussive activity, purpose, duration, and specific
location of this activity on the property.
The project will not involve blasting but will include short periods of percussive activities. The
percussive activities include pile driving timber piers for two boardwalk stream crossings and steel
pilings at one proposed bridge crossing. Installation may be completed with a gravity hammer,
pneumatic hammer, and/or vibratory hammer. Installation of all timber piers for boardwalks should
take approximately one to two days. The steel pilings at the bridge crossing should also take one to
two days to install. Attached is a figure of the three locations where percussive activities will occur.

On behalf of Mecklenburg County Asset and Facility Management (AFM), Wildlands Engineering, Inc. requests
review and comment on any possible issues that might emerge with respect to archaeological or cultural resources
associated with the Irvins Creek Greenway — Idlewild Road to Lakewood Circle project in Mecklenburg County, NC.
A USGS Topographic Map and an Overview Site Map showing the approximate project area are enclosed. The
topographic figure was prepared from the Wilgrove 7.5-Minute USGS Topographic Quadrangle, and the site is
located at latitude 35.159, longitude-80.708.
The Irvins Creek Greenway project is being developed to build a new greenway facility for approximately 1.0 mile
alongside Irvins Creek. The project will improve accessibility between Sam Newell Road, Crown Point Elementary
School and Idlewild Road Park. In addition, project elements will include new landscaping, overlook points, a
pedestrian bridge crossing, improvements to an existing parking facility, storm water controls, and stream bank
stabilization of approximately 300 linear feet (LF) on Irvins Creek. Construction of this project will affect
Jurisdictional Waters of the U.S. and require Section 404/401 permitting.
Structures within or immediately adjacent to the project area include sewer lines and manholes, powerlines, road
culverts, park amenities (walking trails, picnic areas, playground, parking lots, etc.), school building and associated
facilities, storm drainage infrastructure, and residential homes. The surrounding land use includes forest, parks,
school and residential communities.
A portion of the project is located within Mecklenburg County Open Space, which is listed on the NC Natural
Heritage Program Managed Lands. No architectural structures or archaeological artifacts were observed or noted
during preliminary surveys of the site. We ask that you review the site based on the attached information to
determine the presence of any historic properties.
