Downstream Facility Name (Sewer): Trinity Phase 4 Contract t Downstream Permit Number: W00035389 Page I of 6 FTSE 04-16 PLANNING ASSESEMENT ADDENDUM (PAA) for the City of Trinity Steeplegate Pumping System Prepared 6-16-2020 by Randy L. McNeill, PE of Davis -Martin -Powell & Associates This PAA is required since the available capacity of the Steeplegate Pump Station (SGPS) Is less than zero based upon the reporting requirements of section II of Trinity's FTSE for the latest project submitted, Trinity Townhomes. Given that: That the portion of Obligated not yet Tributary Daily Flow for SGPS (C of FTSE) accounts for 0.12282 mgd of SGPS flow, which would result in a flow of 0.0597 mad less than the Available Capacity (E of FTSE) for the SGPS if all the obligated flows were added at one time and that; The rate of activation of this Obligated not yet Tributary Capacity is approximately; 1. 0.0162 mgd of the expected 2020 flows that will result in a positive available capacity of 0.0434 mgd at the end of 2020, 2. 0.03474 mgd of the 2021 expected flows that will result in a negative available capacity of 0.01366 mgd at the end of 2021, 3. 0.02640 mgd of the 2022 expected flows that will result in a negative available capacity of 0.0403 mgd at the end of 2022, 4. See attached spreadsheet with details related to past and current permitted capacities that are included In the Obligated flow calculation, and that; A Pump Station Capacity Analysis that includes two Options for expanding the capacity of the existing fixed speed 550 gpm pumps at the SGPS has been prepared by Davis Martin Powell for the City of Trinity, and the Capacity Analysis Report was accepted by Trinity City Council in November of 2019. Option 1 is based upon installing VFD driven pumps, controls, and standby power system that would maximize the flow that can be transported by the existing 8" force main which would be in the 800-900 gpm range. Option 2 is based upon replacing the 8" force main with a 12" force main, and installing VFD driven pumps, controls, and standby power system that would result in pumping capacity in the 1600-1700 gpm range. The existing 550 gpm flow rate cannot be Increased until the City of Thomasville Hamby Creek Outfall size Is increased from 12" to 24" where Trinity's SGPS force main discharges into the Thomasville sewer system. Construction of the Hamby Creek Outfall expansion is underway and its expected to be completed by the end of January 2021, or approximately eight months from now. Loan assistance funding from Rural Development and/or SRF may be pursued for the SGPS expansion once the Option is selected for capacity Increase. The City of Trinity has also undertaken a partial system merger/regionalization study to transfer a portion of City sewer flows to High Point Westside W WTP. Withers Ravenel completed the study In February 2020. Some of the subjects Included in the study are as follows. Add force main and pumping system modification at Morgan Rd PS to transfer up to 350,000 GPD ADF to High Point Westslde collection system. A SRF loan application is being submitted to help finance this item. City staff indicates current ADF flows atthis PS is in the 100,000 GPD range and existing peak flows exceed 400,000 GPD. So, provisions will be needed to transfer Morgan PS flow to either High Point or to Twinwood-Steeplegate-Thomasville (as there are transferred today). Later Darr Rd and Pike St PS's flows could be diverted to Morgan PS gravity to Increase the amount of flows that can be transferred to High Point. And thus take more load off the Morgan-Twinwood- Steeplegate-Thomasville transfer system Based on the information presented above the City of Trinity would like to wait until results of the Morgan Rd PS transfer SRF loan application is known before determining how much capacity increase will be added to SGPS. Other subdivisions are being considered and some ongoing subdivisions are expected to be expanded as the current phases are built out, so City staff knows additional capacity is needed at SGPS. The three pumping stations included in the FTSE for this project are Morgan, Twinwood, and Steeplegate Pump Stations. The design capacities for VFD driven Morgan and Twinwood Pump Stations are based on operating the VFD's at full speed that would result in 800 gpm for Morgan and 900 gpm for Twinwood. Current speeds at the two pumps station are set to provide 360 gpm from Morgan and 400 gpm from Twinwood as to not overload Steeplegate Pump Station (SGPS). After SGPS capacity is expanded, the pump rates of Morgan and Twinwood can be Increased by adjusting the maximum speed of each Station's VFD's. And Morgan Rd other pumping modifications will be considered if the planned Morgan Rd PS to High Point Collection system transfer SRF loan application is approved. Now Therefore: Given reasonably expected conditions and planning information, there is sufficient justification to allow this flow to be permitted, without a significant likelihood of over allocating capacity in the system infrastructure.
