I spoke with Mr. John Melvin earlier today regarding the subject NOI application for coverage under the NCG140000
general permit. Per Mr. Melvin, the plant has not been constructed/installed yet and the site is an open field. Therefore,
a site visit will not be conducted and there will be no entry into BIMS. I went over the information in the application with
Mr. Melvin and he confirmed that the site would have stormwater discharge only. I relayed that his permit coverage
would therefore not authorize any discharges of process wastewater and he understood. Unfortunately, he does not
know at this time how many stormwater only outfalls the site may have, but presumably just one. Based on the site
location, watershed drainage area and waterbody classification maps, the receiving stream would be Mill Creek (From
source to Doctors Creek, Stream Index 18-74-29-3-2), which is classified as C;Sw in the Cape Fear River Basin.
There are no objections to issuance of general permit coverage. Please contact me if you have any questions or need
additional information.

to the applicant.
