The City composts the leaves utilizing windrows to compost wastes over an approximate three to nine month period until it is utilized by the City or offered to the public. Therefore, both `finished compost' and raw feedstocks are stored on site during various tines of the year, and both process wastewater and stormwater discharges occur and are co -mingled.
