Subject: REQUEST FOR ADDITIONAL INFORMATION
Tinsel Town Residential Development
Dear Mr. Smith:
On July 28, 2020, the Division of Water Resources Water Quality Programs (Division) received your
notification regarding a change in plans from what the plans previously approved by the Division in
Water Quality Certification #WQC004191 issued on June 11, 2019. The Division has determined that the
change in plans is such that our initial review and approval is no longer valid. You must submit a formal
permit modification request and appropriate application fee. In accordance with 15A NCAC 02H .0506(b)
the modification request must include details which clearly demonstrate:
1. The activity has avoided and minimized impacts to the surface waters.
a. The Division has noted that the plan sheets submitted on July 28, 2020 indicate a large
undeveloped area adjacent to the proposed Tractor Supply store, therefore it appears
that impacts could be further avoided/minimized.
b. Please note that having conducted the impacts prior to modification request will not be
considered during the Divisi
2. The activity would not result in secondary or cumulative impacts that would cause a violation of
water quality standards.
a. As noted in the letter of July 28, 2020, a new stormwater management plan must be
submitted with the modification request.

Please be aware that you have no authorization under the Water Quality Certification WQC004191
issued on June 11, 2019 for this proposed new activity and any work done within waters of the state
may be a violation of North Carolina General Statutes and Administrative Code.
