Thank you for your response letter and coordination efforts to resolve non-compliance items related to the subject
Department of the Army (DA) permit (SAW-2018-00240). Having reviewed your letter and referenced plans, I am
providing the following responses regarding each Compliance Site originally listed in my email dated 7/2/2020:
Compliance Site 1: The Corps is generally agreeable to your proposal to leave the check dam in place at its current
location until the site has reached a more stabilized state. However, we require the following additional information:
1) Your letter does not specify whether you propose to restore the stream to pre -grading conditions, or request
consideration via after -the -fact permitting to stabilize the site in a different state. Please provide this
information, including the timeframe for submitting a specific restoration plan (including a completion date) or
after -the -fact permitting request;
Compliance Sites 2 and 3: no further action required from the Corps.
Compliance Site 4: The Corps is generally agreeable to your proposal to "complete the re -work in this area." It is our
understanding that you will restore the stream to pre -grading conditions, and that you require 3-4 days of suitable
weather conditions to complete the work. However, we require the following additional information:
1) Please provide the "as built" survey of the fill slope for this area, showing the reach of stream impacted outside
of permitted limits;
2) Please provide a specific restoration plan (including an estimated completion date), including how you propose
to return the area to pre -grading conditions (i.e. grade and contour), and how you plan to stabilize the area
using native vegetation and/or natural channel design structures;
Compliance Site 5: The Corps is generally agreeable to your stream and wetland restoration proposal in this area.
However, we require the following additional information/considerations:
1) We are concerned about the highly erodible nature of soils in the proposed work area. Have you considered
whether or not the proposed sill structures are appropriate/sufficient to prevent the stream/water from simply
working around the structures?
2) The last (i.e. most downstream) structure shows a —2' drop into the receiving steam. Typically we would not
expect more than a 1' vertical drop between structures and/or the receiving stream bed in this region. Could the
restoration plan be amended to accommodate this shorter vertical drop?
3) Please provide an estimated completion date;
Compliance Site 6: no further action required from the Corps.
Please provide the above requested information within 2 weeks of the date of this email, and let me know if you have
any questions.

Dear Mr. Bailey,
The following is our response to your email of August 20, 2020 requesting additional
information for the below items:
Compliance Site 1 Question: Your letter does not specify whether you propose to restore the
stream to pre -grading conditions, or request consideration via after -the -fact permitting to
stabilize the site in a different state. Please provide this information, including the timeframe
for submitting a specific restoration plan (including a completion date) or after -the -fact
permitting request.
Response: Plateau will restore the stream to pre -grading conditions. It is our intent to perform
an as -built prior to construction. Any disturbance if past the LOD will be removed. The original
existing conditions will be staked. It is the intent to restore the existing ground to pre -disturbed
condition with riparian seed and a coir fiber mat. If Live Stakes are required, then work will have
to proceed after November 15t and before March 15t when those planting go dormant. Given the
current time of year the FOR would suggest planting wetland sedge plugs at a density of 2ft on
center along the soil lifts and along the streambanks of the restored channel. A repair condition
as -built will be provided when the work is complete. Plateau can perform this work within a 3-4
day window of consistent dry weather. Plateau will be performing this scope under the
guidance of an Environmental Engineer from Wildlands Engineering and Central Carolina
Seeding.

proposal in this area. However, we require the following additional information/considerations:

prevent the stream/water from simply working around the structures?
Response: From Timmons Engineering (EOR): To provide the corps with a greater level of
comfort, the sills can be installed with clay plugs. Clay plugs will create a barrier for the
water, pushing it up to the surface where the water will daylight in the channel. Plateau is
following the direction and engineered plans from Timmons Engineering for this work along
with supervision from an Environmental Engineer from Wildlands Engineering and Central
Carolina Seeding. A detail has been added to the revised plans (accompanying this letter) to
show the installation of the clay plug and location.
2) The last (i.e. most downstream) structure shows a —2' drop into the receiving steam.
Typically, we would not expect more than a 1' vertical drop between structures and/or the
receiving stream bed in this region. Could the restoration plan be amended to
accommodate this shorter vertical drop?
Response: From Timmons Engineering (EOR): The tributary restoration is tying into an
incised channel along the main reach. Due to the incision and a channel of this size it will be
more stable along the left and right banks of the tributary to have a 2 ft drop into the main
channel. The amount of energy from the tributary will not negatively affect the main
channel due to their vast size differences. Without restoring the main channel, we feel this
is the best approach. Stability of the left and right banks of the tributary will be key in this
area. The last rock sill has been extended to provide added boulder toe protection along
the main channel.

3) Please provide an estimated completion date.
Response: This is very dependent on the start date which needs to be considered when
clear weather is available along with dormant conditions if Live Plantings are being used.
The current time frame given from two environmental sources is 3-4 weeks to complete.
Plateau will be performing this scope under the guidance of an Environmental Engineer
from Wildlands Engineering and Central Carolina Seeding to efficiently complete the work to
the satisfaction of the ACOE. Plateau is prepared to expedite the work as soon as a clear
weather path is provided and all design conditions are known.
