USDA ARCHITECT/ENGINEER'S WRITTEN ANALYSIS AND RECOMMENDATIONS CPAP Comments The (TWSA) owns and operates an existing 0.200 million gallons per day (mgd) capacity wastewater treatment plant (WWTP) in the unincorporated Cashiers area of Jackson County. The facility discharges treated wastewater effluent to the Chattooga River. Current and requested wastewater flows (held allocations) currently exceed the 0.200 mgd capacity when summer seasonal wastewater flows are considered. Therefore, there is an immediate need for increased wastewater collection and treatment capacity in the Cashiers service area. Due to the Outstanding Resource Water (ORW) stream classification of the Chattooga River, the North Carolina Department of Environmental Quality (NCDEQ) has indicated that it will not approve an expansion of this existing discharge. TWSA has obtained a second National Pollutant Discharge Elimination System (NPDES) permit for the additional treated wastewater effluent discharge necessary to meet this demand. In order to meet existing and future demands TWSA proposes to construct a second WWTP at the eastern edge of the service area which would discharge treated wastewater effluent into the Horsepasture River. The construction of a second WWTP, would take place on the easternmost parcel of the service area, which was previously purchased by TWSA for the purpose of constructing this alternative. The construction of this alternative would also involve the replacement of two pump stations and the construction of 7,840 linear feet (If) of force main and 8,155 If of gravity sewer. The PER details the overall benefits of this proposed alternative. The proposed project appears to meet the long term needs of the system. The proposed project costs appear reasonable and modest compared to other recent projects completed in this area. I recommend this project for Rural Development funding consideration.
