A ditch runs parrallel to the access road and western parcel boundary. The grass on the waste disposal area is periodically mowed by City of Lumberton personnel. Utilities or structures were not identified on the site property. Land use surrounding the site property consists of the following: North: residential, agricultural, and wooded land; ❑ South: wooded land, followed by agricultural and residential land; ❑ East: Raft Swamp, a bottomland hardwood forest; and ❑ West: wooded and residential land. 4b. The landfill remediation meets the definition of low density with zero built upon area. The Lumberton pre -regulatory landfill, covering an area of 23.9 acres will be disturbed temporarily to consolidate, regrade, and apply a uniform soil cover layer over the buried waste The replacement cover layer will include 6" of cover fill, a pervious geoteMile warning layer, 6" of cover fill, and 6" of topsoil over the waste. The entire landfill surface will be re - vegetated with native grasses. The proposed condition does not significantly differ from the eAsting condition with regards to runoff from the site or groundwater affects. The pre -construction and post -construction runoff curve numbers will remain the same. Permanent stormwater control for the site includes grassed swales with riprap down chutes. Grassed swales are sized with 5' bottoms and depth of 1' and placed to control runoff from 5-acre areas across the landfill as shown on plan sheet C-3. Down chutes at the ends of the swales are lined with riprap. Besides these measures, there is no basis for a stormwater plan or antidegradation calculations. The downstream receiving waters abutting the boundary of the landfill are the riparian wetlands associated with Raft Swamp, covering several acres between the landfill site and the creek. G.
