operating facilities employing more than 250 persons or having gross annual sales or expenditures exceeding 25 million(in second quarter
1980 dollars), if authority to sign documents has been assigned or delegated to the manager in accordance with corporate procedures.
(2)For a partnership or sole proprietorship: by a general partner or the proprietor. respectively;or
(3) For a municipality, state,federal, or other public agency: by either a principal executive officer or ranking elected
official.
Certification: North Carolina General Statute 143-215.6 B(i) provides that:

Greetings:
Carolina Ready-Mix, LLC desires to install a ready-mix concrete plant in Lincoln County along Sugarwood
Lane (private drive). The proposed concrete plant is located in Lincoln County on parcel IDs 3695080643,
3685988410 3685986239,3685984188, 3685983027, 3685971937, 3685970803, 3685971645, 3685973731,
3685974894, 3685976955, 3685987096. The proposed concrete plant will be accessed via Sugarwood Lane
from the existing intersection (driveway) of Sugarwood Lane and NC Hwy 16 Busines as shown on the plans
prepared by W.K. Dickson &Co. Inc. Carolina Ready-Mix, LLC hopes to begin construction in Fall 2020.
The total site is approximately 13.95 acres of which approximately 4.95 acres will be disturbed. Stormwater
generated on the site will be conveyed to a dry detention basin located in the lower portion of the site. The
washdown water as well as a small portion of stormwater (as depicted on the included site plan) will be
conveyed to a recycler basin and the water reused in the plant processes. The site has been graded and dry
detention pond sized so that in the event the recycle basin overtops, the water will be conveyed to the dry
detention basin.
