Summary of Meeting Discussions The objectives for this project are as follows: • Update Stormwater Pollution Prevention Plan (SWPPP) (Tasks B-C) • Update Stormwater Management Plan (SWMP) (Task D) • Update Stormwater Outfall Monitoring Plan (SWOMP) (Task E) MCB Camp Lejeune Kickoff Meeting Minutes Updates to SWPPP, SWMP, SWOMP, and eSWPPP Tool 20 August 2020 AH Environmental Consultants, Inc. Page 2 of 5 • Develop an updated version of the eSWPPP Tool (Task F) • Prepare the NCDEQ NPDES Stormwater Individual Permit Renewal Package (Task G) The following project tasks were discussed: • Task A: Kickoff Meeting and Existing Data Review - Existing data to review:  Latest stormwater GIS layers (this data was recently requested and received by AH for a separate project)  Latest version of the eSWPPP database  List of industrial facilities and oil/water separators constructed since 2012  Stormwater analytical/compliance sampling results  Stormwater qualitative monitoring results  Annual MS4 program reports to NCDEQ (2013-current)  Any additional documentation of efforts to comply with the six minimum control measures (MCMs) Stormwater Pollution Prevention Plan (SWPPP) • Task B: Conduct SWPPP Field Investigations - AH will conduct field investigations at each facility constructed since 2013 that have an oil/water separator or regulated industrial activity. - AH will also conduct field investigations at each facility covered under the current SWPPP. - All field investigations will include an inventory of assets, assessment and inventory of facilities/operations with the potential for generating polluted stormwater runoff, and inventory of BMPs. - EMD noted that some regulated industrial facilities included in the current SWPPP may be candidates for removal from the SWPPP (e.g., Hadnot Point motor pools have moved to Wallace Creek, some facilities in Camp Johnson have been demolished, etc.). - EMD also noted the following areas that likely have new industrial facilities that may warrant inclusion in the SWPPP: Courthouse Bay, MARSOC, MCAS New River, and Wallace Creek. • Task C: Update SWPPP Report - The updated SWPPP report will include each facility and/or area with an industrial activity regulated by the current NPDES permit, describe all oil/water separators, and address impaired waters. - AH will update all SWPPP stormwater mapping. - EMD indicated that the current SWPPP format is acceptable, and no changes to the report format are desired. - EMD indicated that AH may utilize the spare eSWPPP tablet for field investigations. Page 3 of 5 Stormwater Management Plan (SWMP) • Task D: Update Installation-Wide Stormwater Management Plan (SWMP) - AH will review available data for development of the updated SWMP: i. 2013 SWMP ii. MS4 Program Annual Reports (2013-current) iii. Past/current actions taken by the installation to address each of the six MCMs - NCDEQ will provide a SWMP template that AH must follow for development of the updated SWMP. This template is expected to be suitable for DoD facilities and will be provided in the fall of 2020. AH will wait to commence updating the SWMP until this template is received from NCDEQ. - Based on the data review process and the template provided by NCDEQ, AH will develop an updated SWMP detailing MCB Camp Lejeune’s stormwater management program for the next five-year NPDES permit term. Stormwater Outfall Monitoring Plan (SWOMP) • Task E: Update Installation-Wide Stormwater Outfall Monitoring Plan (SWOMP) - AH will update the SWOMP in support of the NPDES stormwater permit renewal. - The updated SWOMP will provide standard operating procedures for conducting the monitoring program. - AH will include any new regulated industrial outfalls based on the SWPPP updates. - AH will also review available data including: i. 2013 SWOMP ii. Analytical and qualitative stormwater outfall monitoring results - MCB Camp Lejeune, at the direction of NCDEQ (Mike Randall), discontinued analytical outfall sampling approximately 1.5 years ago. AH will coordinate with NCDEQ to determine analytical monitoring requirements associated with the renewed NPDES permit. The SWOMP will be updated to reflect these requirements. Update eSWPPP Tool • Task F: Update eSWPPP Tool to provide these new features: - Remove Environmental Compliance Evaluation (ECE) module - Add photograph capture and storage capability - Tie pictures to GIS - Assign label to each picture according to coordinates - Update GIS layers to capture any modified fields - Add a new data acquisition tablet/software - Modify database to accept an additional device MCB Camp Lejeune Kickoff Meeting Minutes Updates to SWPPP, SWMP, SWOMP, and eSWPPP Tool 20 August 2020 AH Environmental Consultants, Inc. Page 4 of 5 • AH will hold an on-site meeting in the next few weeks to discuss the eSWPPP updates in detail (meeting date TBD). Prepare NCDEQ NPDES Stormwater Individual Permit Renewal Package • Task G: Draft NCDEQ NPDES Stormwater Individual Permit Renewal Package - AH will coordinate with NCDEQ to verify/establish permit renewal requirements. - Anticipated required forms for permit renewal include: i. Permit Coverage Renewal Application Form National Pollutant Discharge Elimination System Stormwater Individual Permit ii. NPDES MS4 Permit Renewal Application Form (one electronic and one hard copy of SWMP required to be submitted) - A meeting between NCDEQ and MCB Camp Lejeune is tentatively scheduled for September. The purpose of this meeting will be to discuss the permit renewal process and determine if the current hybrid Phase I/Phase II permit will be renewed (or if two standalone permits will be required). AH intends to participate in this meeting and support MCB Camp Lejeune as needed. Final Reports • Task H: Review Meetings and Final Deliverables - Discuss comments to the draft SWPPP, SWMP, SWOMP, eSWPPP Tool, and NPDES Individual Stormwater Permit Renewal Package - Finalize deliverables to address all Government comments - AH anticipates the need for three separate review meetings to expedite the project: i. Review meeting #1 – SWPPP, SWOMP, and eSWPPP Tool ii. Review meeting #2 – SWMP iii. Review meeting #3 – Permit Renewal Package 2.
