Division of Water Resources' Central and Regional staff has reviewed the application package
received June 25, 2020. However, additional information is required before the review may be completed.
Please address the items on the attached pages no later than the close of business on October 2, 2020.
Please be aware that you are responsible for meeting all requirements set forth in North Carolina
rules and regulations. Any oversights that occurred in the review of the subject application package are
still the Applicant's responsibility. In addition, any omissions made in responding to the outstanding items
in Section A, or failure to provide the additional information on or before the above requested date may
result in your application being returned as incomplete.
Please reference the subject application number when providing the requested information. All
revised and/or additional documentation shall be signed, sealed and dated (where needed), with two paper

A. Application:
On the final page of the renewal application, collection system flow data was submitted referencing
a flow reduction. It is stated as being supplemental data for part VI.2. of permit WQ0023261 to
support a flow reduction of 100 GPD/bedroom, 200 GPD minimum issued in 2007 to the Town of
Swansboro, prior to transfer of the wastewater plant and collection system to ONWASA. However,
condition VI.2. of the previous permit does not reference a flow reduction, no permit issuance since
2007 has referenced a flow reduction for this facility, and review of the files could not find anything
regarding this flow reduction. If a flow reduction is needed for this site, then it must be referenced
in the permit along with certain specific conditions. Please provide this flow reduction issuance
letter so that it may be incorporated into the permit if needed. [15A NCAC 02T .0114(f)]
