Subject: April 2020 Status Report for Pilot Creek WWTP
Mr. Denard,
The City of Kings Mountain holds NPDES Permit NC0020737. After receipt of the extended
Special Order of Consent (SOC) by the Environmental Management Commision, Pilot Creek has
submitted quarterly Status Reports; informing the State, of ongoing efforts made to reduce
thallium in the collection system for the City of Kings Mountain. These reports will be
submitted quarterly until May 31, 2020, as stated in the Scheduled Activity section, Section 2.
(b).

Coremetech SOC info:
Cormetech was put on a Consent Order and Complaince Schedule on December 20, 2019.
Cormetech was put under this order due to falsifying flow data during 2016-2017 timeframe in
order to avoid non-complaince with the City. During these events, Cormetech was found to be
in non-compliance for arsenic as mentioned in the previous status report submitted.
The Order increased monitoring frequency for thallium and arsenic to twice weekly. Below is
the Compliance Schedule listed in this order:

(i) Prepare and submit a plan of action to achieve
continuous Compliance flow monitoring and reporting
0i) Increase monitoring for Thallium and Arsenic for the
duration of the Consent Order. Submit results with
monthly report.
(iii) Complete and submit Pilot Studies and identify
alternatives chosen to achieve compliance.
(iv) Begin construction (Upon ApprovaP and/or implement
identified process alternative(s).
(v) Achieve_ compliance with final (IUP #032), with all
requirements in Permit No. 032.

To date, Cormetech has submitted all required documentation according to this agreement.
Cormetech's monthly status reports:
Cormetech continues to submit monthly status reports to the Citywhich contains their plans in
reducing thallium atthe facility. All reports have been received by the Pretreatment
Department on -time.
Additional Information regarding Cormetech:
Cormetech requested a permit modification to reduce their permitted flow limit to 0.175MGD
in order to increase permitted limits on other concentration based parameters. This
modification was completed on 11/14/2019 and the effective date on this permit was
12/2/2019.
Cormetech has since requested an additional flow reduction to 0.125MGD which would also
include the City's new NPDES permitted limits. This modification has not been approved by
PERCS unit at this time.
The Director of Water Resources has required the Pretreatment Coordinator to monitor flow
and collect samples at Cormetech at a minimum of monthly going forward. These samples will
be analyzed by Sheally and will be used to judge compliance.
Improvements to the POTW
The POTW has received pH monitoring devices for three of our main pump stations. Thiswill
allow the pretreatment department to directly locate pH issues when needed and give the
abilityto quicker locate the user at fault. These monitors are scheduled to be put in by the end
of April 2020.
The POTW has also purchased DO and pH monitors for our three aeration basin. This will give
the ORC around -the -clock reports on the process of the facility. In the event these readings are
out of range, an alarm will sound and send notification of the issue.
The City of Kings Mountain's POTW has completed the SCADA updates and are in the process of
having all monitoring additions installed.
The Huffstetler Group has been hired by the Cityto rehab our #3 & #4 clarifiers. This project
begin on March 9t", 2020. The scope of work for this project includes:
#4 Clarifier Reolacina the following clarifier mechanism carts:
• Influent well
• Scum trough/beach (includes all rubber)
• Skimmer arm
• Skimmer assembly
• Tie bars
Additional repairs:
• Coat all items above in epoxy paint
• Fill-in trough about 2.5" of concrete (for optimal cleaning capabilities)

• Replace new weirs, baffles, supports and hardware
As always, it is the City's number one priority to maintain a compliant effluent at the Pilot Creek
facility. We will continue to operate our Klam press to remove solids from the facility in order to
produce the highest quality effluent.
