Dear Mr. Wells:
On August 27, 2020 the Winston-Salem Regional Office received a written request for a variance
to the well construction rules. Rule 15A NCAC 02C.0108 states that a well shall not hydraulically
connect those portions of a single aquifer where contamination occurs in separate and definable
layers within the aquifer.
Extraction wells with well screen and/or sand pack material across three water -bearing zones
(saprolite, transition, and bedrock zones) will be installed to improve the effectiveness of the
proposed groundwater remediation system. Site contaminants of interest are located in all three
zones and corrective action has been proposed in the three zones. The proposed extraction wells
are not expected to generate a risk to groundwater or human health and no water supply wells are
located within 500 feet of the extraction wells. The factors specified are sufficient to satisfy the
conditions for approval of a variance as defined in Rule 15A NCAC 02C .0118. The granting of
this variance is for the screened and packed intervals only, and in no way relieves the owner or
agent from other requirements of the North Carolina Well Construction Standards, or any other
applicable law, rule or regulation that may be regulated by other agencies.
