The Groundwater Section has reviewed the file, requested
additional monitor well sampling, reviewed the data of this
well sampling, and finds the groundwater quality is within
State standards . We recommend closure of the spray irrigation
area.

Dear Mr. Jones:
We have reviewed the information submitted in reference to the
testing of the wastewater treatment and spray irrigation site . In
summary, the permit for the operation of the facility actually expired on
August 1, 1987 . The application for renewal was returned on May 22, 1987
by Arthur Mouberry, then Supervisor of Permits and Engineering, in
accordance with a letter from Mr. Milton H. Earle, Plant Manager.
If not already done, the backfilled lagoon should be provided with
vegetative cover as outlined in the closure plan. We would also like to
point out that a new industry locating here after November 18, 1991, must
submit an application for a Stormwater Discharge Permit 180 days prior to
operation, if applicable. For existing industries, the deadline for
individual application is November 18, 1,991 . For applicability, refer to
40 CFR Part 122 .
Since appropriate testing has been done to the satisfaction of the
Division of Solid Waste Management, Hazardous Waste Section, and the
Groundwater Section of the Division of Environmental Management, we have
no objection to the closure and abandonment of the wastewater treatment
and disposal facilities.

Dear Mr . Jones :
The North Carolina Hazardous Waste Section ( Section) has reviewed the
material submitted in the January 30 , 1-991 correspondence . Upon
completion of the review of the material the Section has two
unresolved issues regarding the metal finishing process formerly used
at the Lenoir facility.
The first issue pertains to whether the " surface protection and
cosmetic finishing by acid and alkali cleaning" process described in
the 1/29/91 Draft Order is included in the definition of listed F006
sludge . According to the North Carolina Hazardous Waste Management
Rules, F006 sludge is defined as:
Wastewater treatment sludges from electroplating except from the
following processes : ( 1) sulfuric acid anodizing; ( 2) tin
plating on carbon steel; ( 3) zinc plating ( segregated basis) on
carbon steel; ( 4) aluminum or zinc plating on carbon steel; ( 5 )
cleaning/stripping associated with tin, zinc and aluminum
plating on carbon steel; and ( 6) the ical etching and milling of
aluminum.
This description implies that chemical etching and milling of metals
other than aluminum is included under the F006 listing. Please
provide the Section with detailed information about the cleaning
process and the construction of the metal parts subject to the acid
and alkali cleaning.
The second .issue pertains to whether the astewater leaving the
process areas and eventually entering the pH adjustment chamber and
lagoon/holding pond was a characteristic hazardous waste i. e .
D004-D011 . The Remedial Action Workplan dated 8/2/89 includes data
from water- and sludge samples taken from the lagoon. The samples

contained reportable metal concentrations but none of the samples
were found to contain concentrations for arsenic, barium, cadmium,
chromium, lead, selenium, and silver above regulatory levels . Is
there any other data for water and/or sludge samples from the
lagoon/holding pond ? What was the metals concentrations in the
liquid prior to entering the pH adjustment chamber ? Was there any
sludge generated in the pH adjustment chamber that is not discharged
to the lagoon/holding pond ?
Please provide a response to the above questions and any other
pertinent data that may assist the Section in determining if the
holding pond and land application field should be subject to the
North Carolina Hazardous Waste Management Rules .

Gentlemen:
Attached please find the monitoring results for the 4th quarter of 1987.
Original laboratory analytical results are kept on file at our Charlotte
facility.
No waste water has been treated since the middle of May because of our plant
closing, but the spray field is continuing to be operated to remove rain water
from the lagoon.
Monitoring results for the past several quarters have shown negligible change
in ground water perimeters due to spray field operations.
it is therefore requested that this monitoring program be suspended until the
plant is sold and/or activity is resumed and the Wastewater Treatment
Application is resubmitted.

WASTE PHYSICAL CHARACTERISTICS: Industrial Waste
DESCRIPTION OF FACILITY: The system is a 3000 gpd land application facility
consisting of a chemical mixing chamber (for pH adjustment), a 45000 gallon
earthen lagoon, a pump station with two 49 gpm pumps, a 0.5 acre spray
irrigation field with fourteen spray nozzles spaced at 40 feet centers,
approximately 430 L.F. of 4" D.I. pipe, approximately 39 L.F. of 3" D.I. pipe,
approximately 386 L.F. of 2" PVC pipe, approximately 60 L.F. of 1.5" PVC
pipe, approximately 190 L.F. of 1" PVC pipe, approximately 40 L.F. of 3/4
PVC pipe and approximately 165 L.F. of 1/2" PVC pipe.

REMARKS AND RECOMMENDATIONS: A review of monitoring results indicates that the
operation is in compliance with groundwater quality standards with the
exception of pH. The applicant was advised concerning cadmium in that
laboratory procedures utilized must be able to detect to a level of 1.0 mg/1-
This procedure was not followed in the 4th quarter analysis report of 1986.
The laboratory reports indicate a constant lowering of pH including the
upgradient well designated MW 4. As an example pH reported 12/11/85 were as
follows: MW 1 - 4.8pH MW 2 - S.OpH MW 3 - 4.3pH and MW 4 - 4.6pH. The
latest laboratory reported 12/17/86 indicated pH levels as follows: MW 1 -
4.4pH MW2 - 3.30pH MW3 - 3.80 and MW 4 - 3.95. Earlier analysis indicated
pH levels in the normal range of > 6.OpH.
A permit amendment issued 8/25/82 indicated that the soil in the spray
irrigation area must be maintained at a pH of not less than 6.0 after initial
adjustment of the soil pH prior to irrigation. Attached are annual soil
sampling results indicating levels below 6.OpH in the spray irrigation field
A correlation may exist between these soil pH levels and pH levels in the
groundwater.
The applicant should again be made aware of detection levels necessary to
evaluate groundwater quality standards. Additionally the applicant should
determine the cause of the lowering pH possibly through better maintenance
and monitoring of the spray field or improved collection techniques. The
well designated as upgradient has also shown a steady lowering of pH. The
applicant should make a determination whether this well is indeed upgradient
and not being influenced by the waste disposal practices.

Aquaterra, Inc. (Aquaterra) has recently completed additional ground water sampling with
laboratory analysis for the four monitoring wells at the facility. The purpose of the sampling was
to confirm concentrations of cadmium and mercury in the wells and to determine based on these
concentrations if ground water remediation was necessary.
Based on results of the recent sampling, cadmium and mercury were not detected at
quantitation limits of 0.001 and 0.0005 mg/L, respectively, for total or dissolved concentrations.

Road (S..R. 1001), travel north on Connelly Springs Road approximately
8.0 miles. The proposed plant site is on the right (east) side of
Connelly Springs Road.
6. Size: Approximately 24 acres.
7- Topography: Hilly; 8-20% slopes.
8. Location of nearest dwelling: Approximately 175 feet from spray
irrigation field. Several houses are within 200 feet of the spray
irrigation field.
Part II - DESCRIPTION OF PROPOSED TREATMENT WORKS
The proposed system is a 3,000 gpd land application facility consisting
of a chemical mixing chamber (for pH adjustment), a 45,000 gallon earthen
lagoon, a pump station with two 49 gpm pumps, a 0.5 acre spray irrigation
field with fourteen (14) spray nozzles spaced at 40 feet on centers,
approximately 430 L. F. of 4" D. I. pipe, approximately 39 L:. F. of
3" D. I. pipe, approximately 386 L. F. of 2" P. V. C. Pipe, approximately
60 L. F. of 12" P. V. C. pipe, approximately 190 L. F. of 1��P. V. C.
pipe, approximately 40 L. F. of 3/4" P. V. C. pipe and approximately 165
L. F. of 2" P. V. C. pipe.
The design hydraulic loading rate is l" per week.
The area proposed for the spray irrigation field slopes uniformly at a
rate of approximately 10%. The area has been cut for timber at some time
past and now has scattered stumps and debris. Some small trees and assorted
undergrowth has begun to reclaim the area, but there are many bare spots
which could be subject to runoff and erosion.
The proposed location of the spray irrigation field is in rather close
proximity to a residential development. The closest of these homes are
approximately 120 feet from the edge of the spray irrigation field to the
property line. There are only scattered trees to afford any type of buffer
between the spray field and the houses.

Part III - EVALUATION AND RECOMMENDATIONS
Water Quality Section:
It is the opinion of the Mooresville Regional Office that the plans and
specifications should be revised before any permit is issued. The following
revisions are recommended:
1. The existing vegetation is not suitable. The spray irrigation field
should be cleared of existing debris and a suitable cover crop should
be planted. Consideration should be given to selecting a cover that
will have a high uptake of chromium (the limiting constituent).
2. Due to the proximity of the residential area, the spray irrigation
field and the lagoon should be fenced.
3. The spray irrigation field should be relocated so as to maintain a
minimum buffer zone of 300 feet from the nearest dwelling.,
4. A future reserve spray irrigation field should be designated.
5. An oil/water separator should be installed. (Note: Based on the
information in the design study, the oil content may be 152 mg/1).
6. The plans should show the location of the nearest potable well.
It is further recommended that when these items have been properly addressed,
the permit should be issued for a five (5) year period with the following
special conditions:
1. Quarterly sampling of the effluent from the holding lagoon shall be
performed for the following parameters and the results submitted
to the Division of Environmental Management, Mooresville Regional
Office, 919 North Main Street, Mooresville, North Carolina 28115:

2. Annually a soil sample shall be collected from the spray irrigation

3. The concentration of Total Chromium in the applied wastewater shall
not exceed 3.7 mg/l.
4. There shall be no runoff of wastewater into any surface waters.
Groundwater Section
Four water table wells should be constructed on site for groundwater
monitoring purposes. Three of the wells hhould be bored downslope from the
industrial waste spray irrigation system. They should be evenly spaced
about 50-75 feet below the irrigation field. (See suggested locations of
wells on Sheet _ of 8 of plans and specifications). The fourth well
is for background data and should be constructed in an area not subject
to pollution.
The recommended sampling frequency is quarterly and the parameters are
the same as shown in the Water Quality Section except delete a, h and i.

Attached please find the monitoring results for the 3rd quarter of 1987. Original
laboratory analytical results are kept on file at our Charlotte facility.
No waste water has been treated since the middle of May because of our plant
closing, bu the spray field is continuing to be operated to remove rain water
from the lagoon.
The wastewater treatment application will remain on a standby status until the
plant is sold but we will continue to monitor the wells and lagoon through
December 1987.

I have enclosed the self -compliance monitoring forms submitted January 20,
1986 as a part of Permit No. 7504. The reported values for Cadmium, Chromium,
Copper, and Zinc should be in microgram per liter (ug/1). A review of
monitoring data submitted prior to usage of the state form reports values of
the above constituents in milligram per liter (mg/1). It is requested that the
Company review the concentrations reported by Chem-Bac Laboratories and
resubmit the analytical results in micrograms per liter (ug/1).
Under 15 NCAC 2L .0202, the maximum allowable concentration for Cadmium is
.01 mg/1 (10 ug/1). The analytical methods used should be suitable for
detection down to this level.
Also the compliance monitoring form must be signed by a representative of
the Company or authorized agent.

Per our telephone conversation, this is to outline the problems encoun-
tered in a review of the groundwater monitoring data for December, 1985 as
submitted under cover letter dated January 15, 1986. The problems referenced
are as follows:
(1) The reported values for Cadmium, Chromium, Copper and Zinc are
apparently in error, since it is questionable that the company
has equipment sophisticated enough to detect concentrations as
low as one hundredth (1/100) of a microgram per liter (ug/1).
More likely, the analyses done by Chem-Bac Laboratories resulted
in concentrations of milligrams per liter (mg/1) and were mis-
copied onto the Compliance Monitoring Form. The company should
be requested to resolve this issue.
(2) The maximum allowable concentration for cadmium, as expressed
in 15 NCAC 2L .0202, is .01 mg/1 (10 ug/1). The analytical
methods used should be suitable for detection (and reporting)
down to that level.
(3) The compliance monitoring forms were not signed and thus are not
acceptable. Signature of a cover letter, which may become sepa-
rated from the forms, is not an acceptable substitute.
The forms in question are attached. Please contact the company repre-
sentative and inform them of the changes required and copy this office of
Your correspondence.

Reference is made to your request of August 31, 1982 to Mr. Richard
Peace for a variance to the requirements of 15 NCAC 2C.0008 for the
construction of four observation wells for Duff -Norton Company, Lenoir,
North Carolina plant.
Permission is hereby granted for a variance in accordance with
your request and subject to the following terms and conditions:
1. The borehole shall not be drilled below the bottom of the
unconfined aquifer unless a well is to be completed at a
greater depth. If monitoring of both the confined and un-
confined aquifers is desired, two separate wells shall be
constructed.
2. The construction materials shall be compatible with the type
of waste being monitored. Thermoplastic casing with threaded
couplings where the threads form an integral part of the
casing should equal or exceed SDR17.
3. The well shall be grouted from land surface to within two
feet of the top of the screen in screened wells and to the
bottom of the casing in open-end wells. The top of the
screen shall not be above the mean high seasonal water level.
4. The casing shall be installed with centering guides to provide
for proper "gravel" packing and grouting.
5. In "gravel" packed wells, a clay seal shall be placed on top
of the "gravel" envelope.

6. All identification and completion requirements of the well
standards shall apply. The entrance to the well shall be
secured with a lock.
7. The well shall be permanently labeled with a warning that
it is for monitoring only and not to be used for water supply
purposes. The location of the warning and size of the
lettering should be highly visible.
3. A completed GW-1 and a copy of the approved variance shall be
submitted for each well constructed. A diagram may be sub-
stituted for much of the information on the GW-1 if attached
to a GW-1.
9. When the monitor well is no longer useful for its intended
purpose or its use is discontinued, it shall be properly
abandoned and an abandonment report filed.

Documents submitted to this office on 1/11/84 indicated that there is no
hazardous waste remaining in the surface impoundment and there are no
hazardous waste residues on the land application area, therefore, the
facility, with respect to the chromium waste, is not subject to North
Carolina Hazardous Waste Management Regulations. A copy of the Documents
are enclosed.
It is noted that the total chromium in the Bottom Sediment from the lagoon
is high (590 ppm) but it does not extract (0.25 ppm) in weak acid at pH'5
and cannot be addressed as a hazardous waste.
It is also noted that the soils in the land treatment area extract less
than 0.05 ppm chromium and cannot be addressed under hazardous waste
regulations.

1) Copies of ten manifests which relate to disposal of 511200 gallons of
hazardous waste shipped by ECOFLO, Inc. of Greensboro, North Carolina.
2) Lenoir Facility Quarterly Report to NCDHR, Mooresville, dated December
29, 1983.
3) Analyses of soils samples to determine total chromium.
Samples 1-1 through 1-10 and 2-1 through 2-10 taken from within spray field.
Samples 3-1 through 3-10 taken outside spray field near well No. 4.
4) Analysis of bottom sediment from lagoon (after pumping).
5) EPA hazardous chemical extraction analyses of soils samples to determine
amount of hexavalent chromium present.
In addition to these attachments, this letter is to certify that the entire con-
tents of the surface impoundment were collected by ECOFLO, Inc. between November
22, 1983 and November 30, 1983 and transported to their ChemClear Corporation
TSD facility in Baltimore, Maryland.
