Dear Mr. Bradsher:
On August 26, 2020, a site inspection was conducted for the Drowning Creek Deposit Mine located at 4303 US Highway 1
North in Richmond County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. Mr.
Eric Hartman and Mr. Scott Bradsher were also present during the inspection and their time and assistance is greatly
appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit
NCG020000 under Certificate of Coverage NCG020279. Permit coverage authorizes the discharge of stormwater, mine
dewatering wastewater and/or process wastewater from the facility to receiving waters designated as Drowning Creek, class
WS-II;Sw,HQW waters in the Lumber River Basin.
As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG020000 permit. Please
refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $26,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
Facility's Stormwater Pollution Prevention Plan (SPPP) is up-to-date containing all required components and associated
documentation. Since the previous inspection conducted on August 22, 2018, analytical monitoring has been
conducted/recorded per the conditions of Part IV, Section D of the current NCG020000 permit. All monitoring results are
below applicable effluent limitations. There are no stormwater-only discharge outfalls and no onsite vehicle maintenance that
would be subject to monitoring under Part IV, Section A, Section B or Section C of the permit. Completion and submittal of
the applicable wastewater Discharge Monitoring Report form(s) as well as the forthcoming NCG020000 permit renewal and
associated monitoring schedule/frequency was discussed in detail.
