The applicant and owner info is the same and the other description previously provided remain accurate. Updated wetland and stream tables are included as well to replace those from the original PCN Purpose and Need Section 4h from electronic PCN submittal The purpose of the project is to provide sewer to Friendship Station and other future sites in this area. Wetland clearing and temporary impacts to wetlands and waters is necessary to construct the sewer line. Friendship Station will provide residential housing to the area. Phases 1-4 incur minimal impacts to wetlands and waters and are required primarily for a road crossing. Project Description Section 4i from electronic PCN submittal Imminent phases of the Friendship Station project include phases 1-4 and the development of single family lots and townhome lots along with all public infrastructure to serve these phases of the development. Additionally, the Little Beaver Creek Sewer Outfall will be constructed to serve phases 1-4 of the development. Impacts associated with phases 1-4 and the Little Beaver Creek Outfall have been reflected on sheet 2 to show temporary wetland and stream impacts and one permanent stream impact to be permitted now. Future phases of the Friendship Station development include phases 5 & 6 of the development that will include single family lots and all public infrastructure to serve them. Future construction of Olive Farm road that crosses Little Beaver creek will connect phases 1-4 to phases 5 & 6. Additionally, future construction shall include a road connection to the existing Woodbury subdivision. All future impacts to streams and wetlands have been called out on sheet 1 including an imminent temporary wetland impact that will become a permanent wetland impact once the connection to Woodbury subdivision is made. Both the present and future activities for this project are under the current NWP thresholds as defined by USACE during this permit review process. This current request is for the LBC sewer outfall and Friendship Station 1-4 only. Both wetland and stream mitigation are being provided per the USACE requirements. Avoidance and Minimization Section E 1a from electronic PCN submittal The route of the sewer line has been designed to avoid large wetland impacts and is configured to cross at narrow points of those wetlands affected, where practicable. The corridor is the narrowest allowed by the Town of Apex. Stream impacts from the sewer line are temporary and will be returned to pre -construction contours. The engineer has designed the FS 1-4 site plan to avoid wetland impacts. There is one road crossing that will affect 98 feet of intermittent tributary. The crossing has been designed to minimize impacts as much as practicable. Section E 1b from electronic PCN submittal All applicable ESC measures will be strictly maintained during the construction phases of the project. Monitoring will be conducted to ensure the measures are functioning properly. Cleared areas will be revegetated and any excess spoil will be removed from any areas near aquatic resources.
