I day T. Meyers, P.E., Public Utilities certify to the best of my knowledge that the addition of
Director
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation
of the planned improvements identified in the planning assessment where applicable. This
analysis has been performed in accordance with local established policies and procedures using
the best available data. This certification applies to those items listed above in Sections I and II
plus all attached planning assessment addendums for which I am the responsible party.

WR Project No. 2i90447.0
To whom it may concern:
On behalf of DHIC - Varina Gateway, LLC, please find attached documentation in support of a Fast -Track
Application (FTA 04-i6) for the above referenced project. As noted in the application, this project will consist of
i,65o LF of 8-inch gravity sewer an o LF of 6-inch ravity s . All wastewater generated will be treated at the
Terrible Creek Waste WaterTreatme lant (WWr Permit No. NC-0000665i6).
Iew,. U
The proposed project meets all NCDENR-DWR minimum design criteria for sanitary sewer extensions.
The design flow rate the multi -family development is calculated at 34,327 gpd (75 gallons per day perms
bedroom x 436 bedrooms and loo gallons a day per i000 square foot x i6,270 square foot amenity sef
center) in accordance with NCAC 2T Rules for wastewater flow rates. The proposed sanitary sewer epww
lines are more than adequate to convey the design flow rates for Ascend Varina Gateway Multi Family
Development.
Included with this submittal are one original and one copy of the items listed below:
• Application Form (FTA04-i6)
• Application Fee - Check in the Amount of $480.00
• Flow Tracking/Acceptance Form (FTSE o4-16)

Good afternoon. My apologies for the delay in getting this back to you, I had to be out of the office unexpectedly. The
flow calculations have been revised with the correct flow rate. We have removed the 6" line as this will be a private
service line for each of the buildings. The typographical errors have been corrected as well. Please advise if there are
additional changes required.
Regards,
Amy

Thanks Amy,
I looked at the attachment. F-V does propose to use 75 gpd/br for the multi -family residences, but again, they cannot,
as it only applies for single-family residences. So the application will need to be revised for that.
If the 6" lines do meet the 2T Rules I provided below, then they do not need to be included in the application.
Thanks, let me know if you have any questions.

Jason —
Thank you for such a quick response, it's very much appreciated
I used the approved allocation request, attached, from Fuquay to determine the initial flow. Your clarification
regarding the approved flow reduction for single family homes only is good to now moving forward.
I believe these lines fall within the criteria set fort in 15A NCAC 02T .0303 (a) (1), the 6" line serves each of the
building on the site by conveying wastewater from the building to the gravity sewer adjacent/running through
our site. Once built all sewer will be inspected by Fuquay-Varina prior to issuance of building permits. If I have
misinterpreted please let me know and I will revise accordingly. This is why I initially included the 6" line.
Please advise on mu interpretation of the 6" SS and will make the revisions and return to you asap.
Thanks,
Amy

Hi Amy,
I sent a second email last Wednesday that had the following additional comment:
Section VI.7 states that this is for multi -family dwellings. The flow reduction approval that was granted for
Fuquay-Varina is specifically for single-family dwellings. Multi -family dwellings cannot use this flow reduction,
and should use the design flows from 1A NCAC 02T .0114
If these are multi -family residences, they cannot use the approved 75 gal/br flow reduction, as that approval specifically
states that it is only for single-family residences. So the app needs to be revised to use the design flow from the 2T Rules
(240 gallons for 1 and 2 bedroom dwellings, 360 for 3 bedrooms, etc).
Also, what is/are the 6" line(s) serving (that was removed from the revised permit)? Do the 6" lines meet the 2T Rules
below, and therefore do not need to be included in the permit?

I have attached the corrected application per your comments below. I have corrected Tucker McKenzie's email address
as well. Please advise if this pdfs sufficient or paper copies need to be delivered to your office. I look forward to hearing
from you.

1. Item V1.6 was checked "no" for an approved flow reduction. However, F-V has been approved for a flow
reduction, and the application proposes to use it in V1.7 (75 gal/br). This item should have been checked yes,
and the flow reduction approval letter should have been included with this application. I have checked the
appropriate box.
2. Item V1.8 does not match the flow shown in Item V1.7. The flow rate has been corrected and is consistent in
sections VL7 & V1.7a
3. Item VI1.2 proposes 530 LF of 6" gravity. The Division's Minimum Design Criteria requires that all public
sewerline are a minimum of 8" The 6" sewer has been removed.
4. Item IX.2 is checked "no" for meeting wetland separation requirements. Please explain. The checkbox was an
error on my part and has been corrected.
5. Item IX.6 is checked "no" for any portion of this proposed line meeting the definition of a "high priority
line". Please confirm there are no high priority lines associated with this project. This is correct, there are no
high priority sewer lines for Ascend Varina Gateway.
