Below is a summary of yesterday’s review of U-4751:
Below Site 1:
Jimmy notified me on Monday that they had received a complaint about water backing up into a residents yard from the
JS non-mit on the RT side of Y1RPD (new road behind the field office). When they investigates the complaint they found
that the fire chief had installed a 10-ft of 15” plastic pipe and backfilled it with 57 stone and bags of concrete (photo
attached). The pipe was installed around Sta. 18+50 LT (behind the noise wall). Jimmy spoke with the fire chief and he
said it was installed to address some bank erosion, which was not apparent to us and the pipe is actually making the
situation worse. This was installed within DOT R/W. Jimmy just called and the chief will remove the pipe and clean up
the site soon (not next week because he is going on vacation). The contractor has agreed to go back in behind the
resident, repair the banks, seed and mat the area with coir fiber matting.
Site 6 - 2@42” – Sta. -L-10+50 – PD 21 0f 83
Twin 42” RCP’s have been installed under the -L- line in the JS non-mit. There was an urgent need to address some
erosion control issues at this site, basically there were none installed. The contractor needed to install the permitted rip
rap bank stabilization at the outlet, seed and mat the remaining bare ground and install silt fence around the perimeter
on both the inlet and outlet. Crews were being mobilized to the site to address our concerns (Jimmy said that crews are
still working on this area today). There was also ponding water just up station of this crossing coming from drainage
swale off of Foxfield Ct. We discussed pumping this turbid water onto the fill section and then continuing the small
swale to the outlet of the twin 42”s and incorporate the rip rap bank stabilization on the outlet of the twin 42’s. as the
outlet This drainage off of the cul-de-sac was not addressed in the plans.
Site 10 - Culvert 1 - 2 @ 9’ x 7’ RCBC - PD 21 0f 83
Site look good no issues except for some minor washing at the tail ditch on the downstream left side of the box
culvert. This will be addressed with some rip rap bank stabilization within the rip rapped reach and up on the bank,
above the OHM in the bend. No additional impacts are required to address this issue.
Site 14 – 11’ x 7’ RCBC PD 28 of 83
Site looked good, water still going through diversion because we are still waiting on plans for supplemental 66”
pipe. CFPUA has finally removed stone in JS non-mit upstream of culvert inlet. No issues noted.
We reviewed Site 33 again and the silt fence is acting as a retaining wall. Jimmy stated that the toe of fill is actually
supposed to be closer to the headwall. The contractor has committed to rework this area, to get it graded correctly and
reinstall EC measures. We also noted a low area up station from this outlet that showed evidence of substantial ponding
that may have contributed to the sediment release. The contractor will rework this area as well, so water can exit the
project at this location.
